Just a few quick cents from someone uninvolved and uninvested.
The whole point, @Darkstar_Spectre, is that canonically Kusari and Corsairs are not allies, but that they are trying to become allies. (Kusari and Corsairs wanting be allies is silly but also an entirely different matter.)
While FR1 does seem to be a bit of an issue here, I find that nipping this little conflict in the bud would ruin an interesting opportunity. Corsair factions feuding amongst each other seems like a very Corsair thing to do to me. I would also not be the least bit surprised if this New Corsair Order (or whatever they're called) was created specifically in response to TBH's and DTR's attempts towards diplomacy with Kusari, and that feuding with them is exactly what they are after.
I'd let this play out a bit further and if the New Order or other affected indies take issue, they can go ahead and cite FR1 themselves.

Normally I wouldn't be jumping to do this, but considering the fact that this isn't the first time I've seen TBH do something like this against an indie or non-OFL sairs, I really do have to ask in this case.

Back when the funny LR- vs [R]- little war happened neither side actively attempted to have the other blocked from rogue bases, so even if the NWO NCO wants to follow this line of roleplay I don't see why we would need to allow this to manifest into what could potentially be a very slippery slope.

This. What seems to be the issue, they did not want to wreck negotiations with Kusari. DTR and [TBH] are free to RP whatever they want. Let's not confuse RP with actual consequences like FR5s, Solar docking rights, rephack, ID wording (and law changes for factions with law enforcement ID lines) changes.
It reminds me of the 46th RP against my Navy char for following canon characters' orders to the letter against a hostile faction - you can RP all you want, but if it doesn't make sense in canon your FR5s have no chance of being processed. Especially if they'd attempt to FR5 them to the entire NPC faction for attacking a hostile base in this case. The RP was clearly to save face in front of Ku Gov.
