Well the name you see in the tag (with the tag removed) would be the name of the ship. The name of a ship is always painted on the side of it. Therefor they would check if the name was in use by the Liberty Navy and find that it isn't. Then they would go through and check to see if it had been reported sighted in other places that might mean its pirate controlled, terrorist controlled, or Phantom controlled.
Of course, Phantoms would have their own little "tag" to be painted on their ships. And higher ranking members, possibly even their own design based off the original.
Though, I don't think we have a graphic of one. I sent a flag to Kane a while ago (A cheap edit of an image) and I don't know if he's found a different one or if he just didn't like it. Doesn't really matter to me...
