4. Why is this request necessary for the continuation of this character's roleplay?
A luxurious passenger liner is supposed to be a well-defended vessel that provides safety for its priceless cargo not just with unyielding armor plating, but significant weaponry as well. I cannot represent that aspect of the ship with 10% powercore.
5. What short-term and long-term goals are you planing to achieve on this character?
The most immediate short-term goal would be an extensive tour of the Sirius sector, now that the ship is fully operational again.
Edwin Pennybrooke is a rather whimsical man, and the main constants in his actions are a love of travel and socializing - which is why he became a liner captain in the first place. You could therefor say he doesn't really have long-term goals; he simply wishes to continue his travels across Sirius, taking passengers (and sometimes just himself and his crew) to whatever corner they wish to visit.
He's particularly fond of riskier trips, regularly visiting the more dangerous parts of the Omegas and even the far Omicrons, thereby providing a service most corporate passenger transports businesses do not. When in danger, he tends to rely on his jovial attitude to get out of it.
His child-like curiosity means he may involve himself in all manner of business which involves passenger transport, or any other mission for which his liner is suitable, that seems interesting to him. However, he greatly values his independence and would not consider joining an established company with his liner, as he enjoys the ability to visit whatever place he feels like on a whim.
His only allegiance is to Bretonia, his native house. Though he is not at all interested in warfare and would like to see a peaceful resolution to the conflict with Gallia, he has supported his house before by doing intelligence missions for the BIS.
Long-term goals therefor include the possibility of working for them again.
Finally, he dearly loves his sisters, his twin sister Katherine and the much-younger Elise. Earlier, he had spent much time touring Sirius with Katherine on their research ship, the RV-Pennybrooke. As he started to spend more time flying his liner and she became increasingly obsessed with the Nomads, they grew apart somewhat, and his goals include spending more time flying together with her as they used to.
His younger sister Elise meanwhile is a bit of a rowdy and loves getting into trouble, and Edwin wishes to help her out of it whenever he can. Unbeknownst to him, she has been forced into service by the Tokkeitai, and one of his goals is to re-establish contact with her.

The Pennybrooke stories is my Stories & Biographies thread for all three Pennybrooke siblings, I will likely make another entry for Edwin soon involving the liner's repairs
"To the LL-Pennybrooke" and "To: The BIS" are correspondence between Edwin and the Bretonian intelligence service, while "To: The Bretonia Police Authority" is the BIS contacting the BPA on Edwin's behalf.
Most importantly for this, "Pennies in the Rain - Maintenance Diary" and "To: BMM | Southampton Engineering Dept." detail the work done by BMM that provides the RP basis for the Liner's technology working once again (note: "Pennies" erroneously states the name of the ship as RV-Pennybrooke - that's the other one).
The rest are an assortment of threads that involve Edwin and his liner, and contact he's made with various groups and individuals.
8. How long has this character been building its backstory?
I'm not entirely sure but I believe since sometime in late 4.85.

4. Why are these changes necessary?
Because the original ship no longer exists. This SRP was approved during the brief period of check-in requirements, which were given up upon soon after. I never checked in because the SRP never actually worked; I had to PM admins on basically every restart because the techcompatibility reverted pretty much every time.
