The Sirius Coalition for years has ignored the potential offered by one of it's worlds within the system known to Sirians as Omega-52. As such it has been left un-surveyed due to both resources being devoted to other ventures such as the campaigns in both Omega-5 and Omega-49 against the Corsair fleets encroaching on our borders and the Omega-49 Protectorate.
The Coalition wishes to change this and the State Duma has voted in favour of requesting a friendly face conduct a survey of the planet in question. The planet Odessa is a Gas Giant in which only some initial measurements were taken by the initial Coalition colonists that arrived years ago."

It is a pleasure hearing from you and the Coalition. I hope that the Corsair activities, of which we only experience the tip of the iceberg in O3 and O7, can be kept in check. The last thing the Omegas need is more influence of these barbarians.
About your proposal, Premier: I am surprised and feel honoured about the invitation to Omega 52 to develop a planet like Odessa. The Guild is definitely interested in taking this offer.
As the leader of IMG Operations, I have a few questions: It was about 2 years ago when IMG ships were allowed into Omega 52 and have entered it to exchange some needed goods. Operation reports and my own memory from this flight say that it was hard to operate in Omega 52 because of the patrols, but I can remember that we had to follow a complex set of rules of operation in Omega 52.
I assume that this has not changed. In order to inform the Guildmasters about the operation and to get the briefings for the pilots done, I'd need to know how strict these operation variables are. Choice of pilots and setting up of logistics is a big factor in far-out operations like this one.
Therefore, Premier, I would ask you for additional information on the scope of the operation, restrictions and other important details. With this intel, I am confident that I can sell the idea to the Guildmastery and we can get this development step done together. The Guild - and I personally - are looking forward to this operations. A worthy challenge, indeed.

"As this is a unique situation many restrictions will be eased, to provide close support Mykolaiv shall open up one of it's laboratories and a Cargo Bay for IMG use so long as your people do not stray from these areas as several other projects are currently being worked on, all classified due to National Security reasons. A list of IMG ships will be required involved directly in this project to ensure that all border-guards are notified not to harass or detain the pilots/ships in question as they can at times be overzealous in their duties.
Other than that there shall be little in the way of restrictions, your pilots will be free to visit the bar 'Kalashnikov's ' on Zvezdny Gorodok and even travel down to Santiago de la Omega Colony, a tropical island on JiangXi which was completely untouched by the bombing all those years ago and enjoy the sights and enjoy the warm beaches during periods of R&R as the project goes on; Atmospheric shuttles from Zhukovsky Station will be required to travel down to JiangXi due to a lack of docking ring. Furthermore IMG will have operational freedom concerning Odessa as long as they do not threaten the safety of the citizens living under the Coalition.
As you can see for us this is unusual, however this is an unusual time we live in, the joint development of this world is a new beginning of cooperation between the Coalition and it's friends within the region, we have decided to 'take a leap of faith' as it were.

My name is Stephen Schwerdtfeger and I am one of the Guildmasters in the Independent Miners Guild. It is a pleasure to see that - in a time of vast changes - the Coalition remembered the Guild when it comes to an develpment project as you have it planned.
The Guildmasters have been briefed by Mr. Henderson about the mission and we have decided to accept it.
Mr. Henderson will handle all the operational details that are necessary to ensure success, funding for IMG operations has been taken care of for the first month.
I see a chance to strengthen existing ties, build economic links and mutually profit from the cooperation and its findings. I am looking forward to the first mission reports of this joint effort to survey and tame another wild world, and I hope that the planet holds resources worth the effort.

"The Coalition is always open to building economic ties with it's friends and allies across Sirius. Odessa is an opportunity for the IMG and the Coalition to encourage our people's to interact and engage in trade and dialogue and as such shouldn't be squandered.
If there are indeed resources down there than I am convinced that the Independent Miners' Guild will uncover them, taming a world is never an easy task, especially a Gas Giant such as Odessa, however where there is human will to explore and get their hands dirty there is a way.
I have complete confidence that Mr.Henderson alongside the Ministry of Plenty will be adequate in ensuring both IMG and Coalition investments are well spent as they conduct the survey mission. The State Duma is preparing customized Work Visas for use by your personnel for this endeavour, instruct your people to carry these with them at all times to prevent misunderstandings by security on Coalition Stations, when visiting JiangXi the Zhukovsky Station personnel will require any personnel to submit their Visa before being issued a Holiday Visa for the duration of their visit to JiangXi's tropical colony.
To facilitate your entry into the Omega-52 system I recommend going to the Sigma-13 System, there you will find a facility run by a group of individuals with no official leanings to any organization in Sirius, go to the Bar onboard and ask the tender for 'Jack'. From there you will be directed to one of our agents in the field, he will hand you a data-chip which has your clearance for entry into our home, do not lose this otherwise the border guards will shoot on sight.
If there is something the Coalition can clarify or aid with than Contact the Ministry of Plenty as they are in charge of economic and developmental topics within the Omega-52 area and beyond. The Minister will do his best to accommodate the IMG Personnel during their stay."

Thank you for the intel you have sent to this channel. It arrived on time so that yesterday evening (Sigma 13 time), a convoy could fake sensor trouble in S13 and touch down for emergency repairs.
Contact with your agent was established and the data chips that adjusted the transponders could be handed over. Consequently, the first operational step has been completed.
The following Battletransport vessels have the updated transponder software:

On the next flights through S13 we will make sure to equip more ships with the transponders, so we gain a certain versatility for the mission. Rotating personell is important to not raise suspicion of certain parties.
Back to operations details:
Our best means of surveying is the use of the Biscayne Bay, an IMG Battlecruiser-class ship equipped to do surveys and prospection. The exact transponder would be IMG|Biscayne.Bay. The Cruiser is also a mobile HQ that houses the Mission Coordination Center (MCC).
My question is:
Technically this ship classifies as a warship. It carries armor and guns. Therefore it is up to the Duma to decide whether it can be operated inside the Zone of Operation. In case this is not possible, the Guild has smaller ships to commence the same tasts, however this is more time consuming and we would need planetary space and infrastructure to house our MCC for the time being.

"The list has been passed on to the Fight Corps Command chain as to prevent mis-understandings Mr Henderson. upon the rotation of personnel you will be required to submit your list of changed personnel to the Ministry of Plenty who will in turn inform personnel who are involved and prepare the proper Visas and are able to properly 'retire' the old Visas of the former personnel.
As for the matter of the Biscayne Bay; Our standard protocol prohibit the traversing of foreign warships within the Omega-52 region. However this can be bypassed so long as the primary weapons array is powered down and logged by either the CPW Comintern or the CPW Kurt Eisner on the way in and the ship log a flight path with said ship(s) upon entry. Should the arms remained powered down and the Flight Path followed there should be little issue with the ship and the population will remain calm and assured that the vessel in question poses no threat to the citizens of our People's Republic.
However be advised the Ministry of Truth will be keeping a close eye on the ship's movements as it enters Omega-52 and will notify the Fighter Corps of any deviation from it's operational area near Odessa due to the vigilant nature of the organization."

The IMG will make sure that an updated list of ship names and pilot IDs are sent before operations take place, so that the Ministry of Plenty can check the IDs and make sure that Coalition protocols are followed in every necessary detail. I'll personally see to that.
The Biscayne Bay can traverse inside Coalition space with guns on a powered-down mode, however I would prefer not to have it move through the dangerous Omegas with the guns unmounted. The Guild has quite some enemies that would love to hit a ship like the Biscayne Bay. The Commander of the Bay would be hand-picked and I would personally be on the bridge to guarantee a full cooperation in every operational detail with the Ministry of Truth.
Having an escort - also warship class escort - would also be appreciated, even before we enter Coalition core space, as Wilde incursions and other dangers lurk there and the Biscayne Bay is a large target especially to bombers swarms or agile Corsair Cruisers.
It will take a little to get the transponders for the Biscayne Bay fixed, as the warship software is a little outdated, but once this step is taken, I would say that the Guild is ready to commence part one of the mission.

It's a pleasure to see that the first steps of our cooperative mission have been already completed successfully. I have a mission report in front of my that details the safe arrival of the IMG Battlecruiser/Survey Ship Biscayne Bay in Omega 52 and the successful start of the surveying activity on Odessa.
I have also talked to the Commanders of the Survey ship - Commander Elizabeth Hudson, as well as the Chief of the Science team - and they both stated that they are very content with the development of the mission so far.
I am attaching the report of Commander Hudson to this conversation.
The preliminary short report of the initial findings will be sent by the Scientific Chief once it has been prepared.
The Battlecruiser Biscayne Bay (Omega 3) has been fitted to serve as a survey ship, mainly for the Omega 9 development. However, yesterday the Bay was ordered to commence a secret mission to assist the Coalition (SCRA) in a survey mission of Planet Odessa in Omega 52, the Coalition Home system.
Covered by two IMG interceptors (IMG|Raven & IMG|Ronnie.McGoo), IMG forces rendezvoued with Coalition forces in Omega 3. We made our way through Omega 5 contested territory quickly, avoiding main fighting zones and slipped into Omega 52. The Coalition forces - led by the Destroyer Che Guevara - proved to be both professional and helpful, not only on our dangerous way through the higher Omicrons.
The initial survey scans were done, and detailed scans will take between 1 and 2 weeks. The Cruiser will remain stationed in Omega 52 for that time and will be operating under close watch of the SCRA forces. We are cooperating closely with them in this mission.
