The Kusari Intelligence & Security Agency Kempeitai, Section 9 board of directors, wishes to address formally the parliament of Kusari and all parties therein. This message is sent to the leaderships of all parties present in the Kusari Diet.
The Agency remains committed to protecting and ensuring the security, social harmony, and political integrity of the State of Kusari through policing of emergent threats, intelligence gathering and dissension, and combating terrorist, military, and xenophillic threats from both within and without the Nation's borders. We do our job without fanfare, most often in the shadows as is necessitated by the delicate and complicated nature of the operations presented to us.
In light of our current tasks, we are sorely in need of additional measures to be taken by the Parliament in order to provide adequate funding, resources, and military-political solvency to ensure continued service. We are currently presented with a general manpower shortage and a shortage of funding for acquisition of up-to-date armaments, transactions, and salaries for our personnel. We are also suffering from a high degree of unnecessary red tape when it comes to jurisdictional oversight and research and development mandates.
Understand that the extraordinary nature of the threats we as a nation face requires an agency such as our own, one who's hands are unbound by the paradigms of earlier times which linger to this point, and which has all of the resources and authority necessary to do whatever it is deemed required to combat those threats. Overall, what is required is an effective political discourse between the Agency and the Parliament of the Nation.
We have several proposals which will be examined in brief which will be elaborated upon under the proper scrutiny of the parliament and relevant parties.
The Agency requires additional personnel and field agents to bolster it's operational capabilities.
The Agency requires a substantial amount of additional funding to pay salaries and conduct business within the nature of it's operational mandates.
The Agency requires full access to, if not joint control of, Experimental Module Yokosuka.
The Agency requires solvency and joint interoperability with KNF Tokketai, as well as third party oversight to ensure the political integrity of the Naval Officer Corps.
The Agency requires command authority over all KSP and Secondary Fleet Naval Forces in situations where enemies of Kusari are present.
The Agency requires a consolidated rapid response element of the secondary fleet, including heavy line combatants, be established to combat major enemy warship movements on the fringes of Kusari Territory.
The Agency requires the consolidation of spaceborne resources of the Kusari Ground Defense Forces (army) including transport craft, intra-atmospheric air support, and drop ships to ensure coherent joint operations with Combined Fleet.
The Agency requires a legal 'point of tangency' be established between lawmakers and military departments to ensure that extrajudicial action can be taken in the event of 'extraordinary circumstances', the nature of which will be elaborated upon in an official release to the government later on.
The nature of these missives are to ensure full and fluid combined operations in what is currently a highly disjointed situation between the Agency, Combined Fleet (primary & secondary), Ground Defense Forces, the Police Department, the Judicial Departments, and the Parliament itself.
We trust the parliament understands the necessity of the Agency's requests in light of recent events which have shown the importance of combined intelligence and naval response, and the potentially disastrous consequences a disharmonious and ill-prepared system can be expected to achieve. This goes of course, hand in hand with the reorganization of the Police and Judicial departments and the current status of the Navy.
We certainly hope that the leaderships of all parties and parliament are in understanding and agreement to ensure the prosperity and security of the State of Kusari. That is all.

My name is Yukio Hatoyama of the Kusarian nationalists party (N-KA). As leader of the second largest party in Kusari i'd like to void our vision on the matters you reffered here.
The parliament is aware that extra state funding for our Intelligence & Security Agency is hardly required. We know as well of the threats formed by inside and outside groups of the Republic.
Here at the party leadership we've dicided that we vote for an adjournment on the motion to increase state funding for the Kepeitai. We do know that serious interventions are needed. To justify our decision we put forward the following statements:
1. The nationalists of Kusari first want to stimulate the economy to gain additional funding and economical power. The current economy is not able to hold additional state funding for our Intelligence agency.
2. Secondly we'll try to tranquilize the external threats from other houses on a more diplomatic way. We still stand for a peacefull society and co-existance with other nation nations here in Sirius.
3. And last but not least we want to ensure our civilians that the social security does not suffer from the extra demand of state funding for "possible threats".
Please note that we understand your demand but the N-KA would like to delay your request until we've got the economical situation under control. As soon as we've got it under control we can increase our expandature on your "services".
And the N-KA has it's doubts on the current way of work of the Kempeitai. We think we need to reform the Kempeitai to make it's handling more efficient. If you can prove to our Political organisation that you can work efficient we'd like to have some info on an organisation that has been in our minds for several days.
After a careful review of the response of the Nationalist Party, we are still somewhat unclear as to where your information on the current state of the Kusari Economy has come from, and how exactly your current view of the geopolitical situation has evolved.
The description provided by the desk of the nationalist party of the state of the Kusari Economy is highly contrary to reality. The economy is more than strong enough both for all current and projected social welfare needs as well as the necessary upgrades to the Nation's defense industry and military forces. The economy of the nation was largely untouched by the Gallic conflict and new trade agreements with Rheinland, Gallia, and Liberty have actually improved the current financial situation in the house.
We are formally requesting citation of as to where the Nationalist Party is receiving it's information from.
As for terminating hostilities with the Enemies of Kusari via some diplomatic solution, this idea is nothing short of madness. The current external and internal Enemies of Kusari have not proven either willing to or even capable of negotiation or meaningful communication. Furthermore, any attempts at appeasement of such groups would be a political disaster for any party whom attempted it, as it would effectively prove to the public the perception of a weakening leadership (at best), or a successful fifth column action on behalf of terrorist, sociocidal, or xenophillic interests.
We certainly hope you understand exactly what the agency means by this.
Actively withholding necessary resources based on information which the intelligence agency can confirm through empirical evidence and inside/outside correlation is, in-fact false, is a suspect position of any political leadership. Leadership in whom the people of the State of Kusari are supposed to trust. It is true that in the current system, there is ample forum now for agencies with dissenting claims, agendas, and malign intent, to sew false information and propaganda into the media, which can often be embraced by less well-informed political constituents and form a majority opinion which will be hard-pressed to be rectified despite empirical evidence to the contrary.
We consider it supremely unwise to believe blatantly false information. Therefore we formally request a review of the circumstances and information sources that the Nationalist Party has accrued this information from prior to any further political action to the passage of the proposals made forth by Section 9.
Sometimes you need to belive what allied indie forces have to tell you. Something happened out there in Kepler. And we know exactly what happened there.
One of the major parties of the Kusari parliament set up an experiment in wich we tested as the external treat as the operations of section nine. A battleship named " KNF|KDS-Fukushima " has been set up by the gouvernment to "supervise the traffic" and encountered some Libertonian ships.

You are admitting to the Agency that elements of your party are aware of actions made "By members of the parliament" that you intentionally caused an international incident with a vessel that was, for all intents and purposes, privately owned and operated, in order to deliberately provoke another house into armed conflict with Kusari Naval Forces?
We certainly hope you are aware that this action can be construed as an act of political Treason against the State of Kusari.
This matter will hereby be investigated as such by the Agency and all bureaus. You will be wanted to report to Matsue, personally, for questioning on this matter.
