Greetings.
The purpose of this letter is to have a follow-up conversation and clarity of the events that occurred [yesterday] In the New Tokyo system.
Our reports have indicated that one of our vessels had entered Kusari and had encountered one of the vessels known to belong to your own "Kempeitai" forces.
This pilot had enforced the law of Kusari on the AFC pilot ... though we have several questions and concerns about the way it has been treated out in accordance to the Kusari Legal Codex.
The charge upon this vessel was of Section 5 where it lists the ships that are not allowed to enter Kusari space.

Section 3 indicates the list of contraband in Kusari.
Section 4 indications the fines for contraband.

4-1 In any scenario in which a Kusari Law Enforcer confiscates illegal cargo from your ship, you will be required to pay a fine to the officer. Your fine will depend on your ship class and the cargo you carry:
Fighters and Bombers will be fined 1,000,000 credits.
Freighters will be fined 1,500,000 credits.
Gunboats and Gunships will be fined 2,000,000 credits.
Transports will be fined between 3,000,000 and 5,000,000 credits, depending on the amount of cargo confiscated.
4-2 Kusari Law Enforcers may add to or subtract from these listed fines if they find it necessary to do so.
4-3 If you successfully resist arrest or refuse to pay a fine, your name will be added to the Kusari Criminal Database.
To get your name removed from the Database, you must contact KNF High Command or the KSP Chokan and pay your original fine.
The KNF and KSP reserve the right to assign you additional fines or require you to complete other tasks in order to be completely removed from the Database.
The reported fine that the AFC had to do was 10 million credits as well in addition he was ordered to drop ALL of his LEGAL cargo and then turn around and leave. This cargo as well was not collected but destroyed on sight.
In reference to 4-1 and 4-2, these are permitted fines for illegal contraband. Premium scrap however is NOT contraband (See section 3 for proof). Since it is not Illegal, we would like to know why this officer you have employed into your services had decided to demand that the legal cargo would be dropped and then disposed of. Is that not comparable to acts of piracy found in Section 2 of the codex?

Ships suspected of committing piracy will be escorted to the nearest exit from Kusari space.
Ships proven guilty of committing piracy will executed.
Meanwhile in Section 5 it states the pilot of the vessel may be considered to be a hostile. Considered, as we understand in vocabulary, is not the same as condemned. The pilot of the AFC vessel did nothing against the orders of the officer and complied to orders. He as well suggested also further fixing the problem. Based on this reasoning that are as well in the codex under 4-3 in part, -consideration- of hostility should not condone to such harsh punishments.
Furthermore in section 4-3 we read that our names are not added to the Kusari Criminal Database. We have no knowledge as an club of resisting or another other acts that would condone this. We would like to know about how the pilot knew about past inquiries of fines to do with AFC and the Kusari Law if it is not registered there? The pilot listed another incident where Artifacts was the problem. We would like to know what the official stance that after a few minor incidences of law breaking we are subjected to harsh treatments that are comparative to piracy. Artifacts is even allowed by corporations of Kusari and Rheinland and therefore it is not as major of a threat. Objects are objects and these ones are not as bad as others. Since other corporations may legally transport these then it can be assumed then that Artifacts are not the most dangerous items to transport.
The nature of the fine, as we can see, is the lack of paperwork involved in each of these cases. While we do understand this is a problem, we refuse to agree that these acts of the officer on the scene be permitted and encouraged.
We will also like to know how this Kusari Officer had come to the conclusion that the AFC are operating OUTSIDE of the freeport in Kepler? It is a well known fact that AFC holds a club house on Ames Research Station. It is quite odd that this officer deem it necessary to threaten us with these other accusations. As also a reminder:

The officer isn't PAID by the government, as seen in this codex, to worry about such matters of our operations on a Freeport. If you decide otherwise, I'd suggest dealing with the infestation of Xeno snot pilots as well that frequent the base as well as Rogue scum.
Finally in closing, seeing that this argument is in accordance with the Kusari Legal Codex, we will like to:
1) Have an appropriate compensation of the legal cargo that has been lost, worth 20 million credits. As compensation we would ask for x2 the lost worth, adding also into the fact of wasted time for dealing with the officer's misconception of the law, etc.
2) Have a copy of the official documents that have been filed of charges on AFC for reference. We understand in legal terms the accused is permitted to see the evidence that has been filed or used against him/her.

As to your complaint:
We are of the opinion that demanding you to drop your in fact legal cargo was justified as illegal vessels are not permitted to transport any kind of cargo commercially through Kusari.
Paying your fine has no influence on the legality of your trading operation through Kusari and merely allows you to leave Kusari with your ship still intact.
Since you paid your fine on the spot and left without causing further issues, no charges against you have been filed in the criminal database.
Regarding the officer's comments about the situation in Kepler we do not think it is of importance here.
We come to the conclusion that his behaviour was legal even though impolite. But I'm sure you can understand why an officer may be like that if he is confronted with criminals every day.
As such you will receive no compensation for your lost cargo and we remind you to use a legal vessel if you intend to move cargo through Kusari.
