As you may know Omicron Rho is of huge importance to both parties. Not only is it our key area of operations, but it is a wall. A barrier. A last line. Call it what you will, but Omicron Rho is a stronghold that protects Rheinland from the Nomad, Order and Corsair threats.
The Core has already been underway with discussion with the Rheinland Military regarding Sigma-15. The Core has been preparing and soon plans to finally construct an installation near the Omicron Rho hole known as Elysium Station. To ensure better cooperation within the system, the Rheinland Military has decided to help us reinforce the area via sending a Battleship to help guard Elysium. We have drawn up a diagram regarding the possible treatment of the territory.
We respect Rheinland's interest to protect their own territories, however we feel the need to stress that it is of the utmost importance that Rheinland understands The Core's need to ensure its own sovereignty and self-security. Our intention is to neither antagonize nor steal from you, but we both have a populace and assets that we must protect.

As I am sure you are aware, Sigma-15 has been discovered by Rheinland's agents and we have laid claim to the system, Rheinland law has been imposed throughout the area, which we have no reason to consider changing.
Given the friendly ties between your organization and Rheinland, we will welcome your patrols throughout the system and may also consider making capital ship rules somewhat more lax if requested, we will also allow you to proceed with the request put forth to Admiral Hermann before.
However, we are unwilling to give up territory.

The Core has redrafted it's stance on Sigma-15. It has decided it will limit its claim to a 15 kilometre 'Core Zone' around the Omicron Rho jump hole, so that it can protect the transit of supplies going in and out of Omicron Rho, as well as it's own citizens and pilots. The Core's own protocols and that of Rheinland's can wholly be enforced in tandem within that zone. The Core acknowledges Rheinland's claim to the rest of the system, and will do it's best to help Military and law enforcement pilots uphold that claim.
