Like Sombra said, when you do your job well enough with RP, you can even go so far as to get yourself a unique ship - absolutely possible, given the work has been done and the quality was there.
Unique ship you say?
Yea, Sombra is working on it... Mon' Star had one... one of the devs had a unique zoner battleship... some guy had a nomad-infested eerie loking liberty cruiser.... an admin has a unique Roc bomber (Obsidian, was it)... and there are a few more like that.

Remus Sius, played by @rainth345, was quite an interesting character. If you check the threads posted by that user account, you'll probably find his Memoirs thread and a few others.
James Lambert, played by @Manticore, is probably a magnet for unfortunate events. There are numerous threads detailing his hardships, among other things.
Yeah, these are both from [LN], but of the other factions I've primarily been a part of ([UC], CR|, [C]), there isn't as much printed material.
I will suggest, however, that you should create some sort of categorical marker for how they're notable. A significant in-game presence, like David Hale, a novel about them on the forums, like Jane Hartman, a memorable ship, a command position in a prominent faction, or combination thereof, or something else along those lines.
EDIT: Also, because I know forum editing can be a pain for large list threads like this, you could turn this into a Google Spreadsheet or something like that.
The players which could really use some help with their RP quality won't even walk past this thread as most not even visiting the forum or\and give no f's about it. And I'm 100^100% sure that none would try to search forums for those names you're throwing around here to read some stone-age RP. It's nonesence. If you want to help go apply for Angels or whatever and educate people in space.
I still think this list is a good thing, at least to me since I can quickly access other people's bios. Stop whining around the oh-so senselessness of things posted on a forum. Just because you don't have a need for it, it doesn't mean others think like that too.
Aside from that, it could be pinned or some people do links to this thread, as to see some memorable names and looking with what character one already had encounters and what not is possible.
And what stops you from let people do their thing and just go ahead?
I must admit I avoided this thread thinking it was going to be a back-patting session but I'm quite surprised to see it become something that may prove helpful, not as surprising as finding Jimmy on the list (Thunderer is right, he's a new and brash idiot at the moment trying to find his place in the galaxy) though I'd suggest renaming the thread to something like "Developed Character Index" to avoid the stigma.
