The Naval Office of Intelligence and Analysis reminds the First Fleet Command that it's their duty to ensure the integrity and stability of the Republic within its territorial borders. It's their first and primary order to shield the Republic from outside and internal conflict and to deliver justice where it's due to protect the peoples freedom and social solidarity. Recent activities by the Security Forces leave the question if the First Fleet is capable to deal with the situation at hand and the overall public appearance made by the First Fleet lacks the desired attitude that should be shown towards the populace, as can be found here:
The Naval Office of Intelligence and Analysis advises the First Fleet, should it wish to publish an official statement, to not get involved into arguments on a frequency open for commentary, but to issue their own position per broadcast over fixed public channels like the CNN.
Citizens of the Republic are concerned about the situation and afraid that the conflict broadens to actually affect economy and state security. The First Fleet is advised to incite the government to issue a declaration on the circumstances and confirmation on the Republics constitution and peoples rights being uphold during this event.
Furthermore was witnessed today a shameful display of missing professionality and a complete disregard for naval procedures. Not just that the First Fleet and assorted affiliated wings had a renegade craft disappear right infront of them, it also looks like First Fleet does not have the relevant registration papers to one of the Second Fleets assets which leaves the question what First Fleet actually does at their offices. Not tracking production and deployment of military-grade gear will get you an internal investigation faster than you possibly could wish for it not to happen. Besides that does the final engagement on the respective naval warship open the question why First Fleet pilots do not execute their command as per protocol but rather get involved in an argument which was obviously aimed at further harming the already critical relations between First Fleet and the Security Forces.
[01.08.2016 15:34:05] D9|LNS-Ottawa: ?: What? Alright, pilots.
[01.08.2016 15:34:07] 5th|Carl.Harrisford: Incoming!
[01.08.2016 15:34:17] D9|LNS-Ottawa: Pilot II: Engines are on zero.
[01.08.2016 15:34:28] 5th|John.Sader: Allright.
[01.08.2016 15:34:32] 5th|John.Sader: Something is fishy here.
[01.08.2016 15:34:40] [LN]-ESRD|Supremacy: Sentinel on me.
[01.08.2016 15:34:45] [LN]-ESRD|Supremacy: We need to seal off the exits.
[01.08.2016 15:35:12] D9|LNS-Ottawa: ?: I do not really understand.
[01.08.2016 15:35:18] 5th|John.Sader: Carl. Make sure the ottawa stays in one place.
[01.08.2016 15:35:20] 5th|Carl.Harrisford: We've got more LSF ships inbound.
[01.08.2016 15:35:24] D9|LNS-Ottawa: ?: Pilots, better stay armed. I don't like
[01.08.2016 15:35:24] 5th|John.Sader: Untill the ESRD returns
[01.08.2016 15:35:34] 5th|Carl.Harrisford: On it, Sader.
[01.08.2016 15:35:35] LNS-Archangel: Hawk: Roger, we will stay here as well.
[01.08.2016 15:36:39] D9|LNS-Ottawa: ?: Coyote 404. This is LNS Ottawa of the LSF. Got myself stopped by the Liberty Navy.
[01.08.2016 15:36:56] D9|LNS-Ottawa: ?: Appearently, they are here with hostile intentions toward the LSF.
[01.08.2016 15:37:00] Coyote:404: And I've got all the power on my hands to do something about it.
[01.08.2016 15:37:02] 5th|Carl.Harrisford: Hey now, let's not use our little quarrel with the LSF for your advantage.
[01.08.2016 15:37:04] LNS-Archangel: Hawk: The problem is... Are you REALLY the LSF cruiser?
[01.08.2016 15:37:29] 5th|Carl.Harrisford: We've stopped YOU and YOU alone. The LSF has got nothing to do with this.
[01.08.2016 15:38:23] Coyote:404: Needless to mention the highly energetic signature coming from the ship.
[01.08.2016 15:38:59] LNS-Archangel: Lex: There's something wrong with this ship... The engine pulses are unknown to me...
[01.08.2016 15:39:04] Coyote:404: Newly manufactured batteries, guys?
[01.08.2016 15:39:12] Coyote:404: Top secret designs?
[01.08.2016 15:39:23] 5th|Carl.Harrisford: Ottawa control, get your ship immobilized at once!
[01.08.2016 15:39:45] 5th|Carl.Harrisford: Ottawa control, do you read?! You will cut your engines now!
[01.08.2016 15:40:20] D9|LNS-Ottawa: ?: We stay calmed.
[01.08.2016 15:40:27] LNS-Archangel: Hawk: Were you?
[01.08.2016 15:40:32] 5th|Carl.Harrisford: We have orders to take you back to Virginia.
[01.08.2016 15:40:48] 5th|Carl.Harrisford: Saders, take point and jump in. Ottawa control, your ship will be next.
[01.08.2016 15:40:51] 5th|Carl.Harrisford: I'll be last.
[01.08.2016 15:41:16] D9|LNS-Ottawa: ?: Negative. We'll stay in the Alaska.
[01.08.2016 15:41:27] LNS-Archangel: Hawk: Uh-oh.
[01.08.2016 15:41:44] LNS-Archangel: Lex: I don't like it.
[01.08.2016 15:41:50] 5th|Carl.Harrisford: Excuse me, I don't think you quite have the authority necessary to override Sader's orders.
[01.08.2016 15:42:12] 5th|Carl.Harrisford: You will jump to the Virginia system at once.
[01.08.2016 15:42:19] LNS-Archangel: Hawk: Intersept this ship if it tries to run... Or if it's sheilds are diactivating.
[01.08.2016 15:42:29] D9|LNS-Ottawa: ?: We are going to follow the orders of ranked LSF Officers only.
[01.08.2016 15:42:41] 5th|Carl.Harrisford: The hell you are!
[01.08.2016 15:42:54] Coyote:404: Fair enough, the commanding LSF officer will arrive shortly.
[01.08.2016 15:42:55] =LSF=Hellcat: Excuse me?
[01.08.2016 15:42:57] 5th|Ethan.Taylor: Ottawa, think about the easy way.
[01.08.2016 15:42:57] LNS-Archangel: Hawk: Not a wise decision.
[01.08.2016 15:43:07] =LSF=Hellcat: I don't know you, captain.
[01.08.2016 15:43:28] 5th|Carl.Harrisford: Oh, crap.
[01.08.2016 15:44:15] =LSF=Hellcat: Naval officers, I'm confused as to why you haven't lit this suspicious vessel up already.
[01.08.2016 15:44:28] =LSF=Hellcat: I had assumed some of you might've still been halfway competent.
[01.08.2016 15:44:31] 5th|Carl.Harrisford: We have orders to take it back to the Virginia system for inspection.
[01.08.2016 15:44:41] 5th|Carl.Harrisford: Meanwhile, it insists in staying here.
[01.08.2016 15:44:47] H|-Layla.Whitaker: That ship says it will follow LSF orders exclusively.
[01.08.2016 15:44:55] 5th|Carl.Harrisford: Which makes no sense!
[01.08.2016 15:45:07] H|-Layla.Whitaker: Perhaps you should bring it to Kodiak for inspection, agents?
[01.08.2016 15:45:09] LNS-Archangel: Hawk: Do you have any records about this hip, Security Forces?
[01.08.2016 15:45:11] H|-Layla.Whitaker: Or something.
[01.08.2016 15:45:35] D9|LNS-Ottawa: ?: We agree to return to the Kodiak.
[01.08.2016 15:45:38] =LSF=Hellcat: I am not permitting a suspicious vessel entry to the Kodiak Perimeter.
[01.08.2016 15:45:50] LNS-Archangel: Hawk: That's actually the first time I see this kind of technology.
[01.08.2016 15:46:24] 5th|Carl.Harrisford: Why is Ottawa control so insistent in staying in Alaska and hell, going to Kodiak?
[01.08.2016 15:47:31] D9|LNS-Ottawa: ?: I'm not in possition to answer this questions. Ask the LSF?
[01.08.2016 15:48:07] =LSF=Hellcat: I have no idea why your rogue vessel is so insistent on trying to breach our security perimeter.
[01.08.2016 15:48:08] 5th|Carl.Harrisford: Ugh.
[01.08.2016 15:48:35] LNS-Archangel: Hawk: The hell a member of which unit you are, Ottawa?
[01.08.2016 15:48:45] 5th|Carl.Harrisford: Alright, we have received orders to engage the Ottawa.
[01.08.2016 15:48:54] 5th|Carl.Harrisford: I'll give you one more chance to reconsider your options, Ottawa control.
[01.08.2016 15:49:02] 5th|Carl.Harrisford: You and your crew have 10 seconds.
[01.08.2016 15:49:10] 5th|Carl.Harrisford: Five.
[01.08.2016 15:49:12] 5th|Carl.Harrisford: Four.
[01.08.2016 15:49:13] D9|LNS-Ottawa: ?: Pilots. Engage
[01.08.2016 15:49:15] 5th|Carl.Harrisford: Three.
[01.08.2016 15:49:17] 5th|Carl.Harrisford: Oh woops.
[01.08.2016 15:49:17] LNS-Archangel: Hawk: Engaging target: D9|LNS-Ottawa!
[01.08.2016 15:49:23] 5th|Carl.Harrisford: All ships, engage at will!
Last I'm just citing from my first report regarding the situation in Liberty when I was initially relocated from border-overwatch to core-system-surveillance.

When did the First Fleet lose the grip over the place so we've to face this kind of audacious behaviour right now?
First Fleet now has agents of the Security Forces run around rampant accusing civilians and even naval personnel of whatever strikes their minds. This is outright inacceptable and First Fleet is advised to remind the Security Forces to follow outlined protocol and to abide by bureaucratic procedures. The Naval Office of Intelligence and Analysis reminds the First Fleet that it's crucial to the state of the Republic that juristic acts are adhered to.
[01.08.2016 15:55:27] =LSF=Hellcat: Anna, if I were you, I'd come with us.
[01.08.2016 15:55:41] Anna.Sylar: Not going to've you invite me twice.
[01.08.2016 15:56:04] =LSF=Hellcat: Assuming you're willing to consent to standard quarantine procedures, that is.
[01.08.2016 15:56:13] =LSF=Hellcat: You saw what we saw, I take it.
[01.08.2016 15:56:19] Anna.Sylar: Assuming I'd leave my ship.
[01.08.2016 15:56:33] =LSF=Hellcat: I'm afraid you'll have to at some point.
[01.08.2016 15:56:52] =LSF=Hellcat: Perhaps I wasn't clear - you come into LSF custody until your status as an uncompromised element can be verified.
[01.08.2016 15:56:59] Anna.Sylar: When I'm going back to my offices, I take.
[01.08.2016 15:57:10] =LSF=Hellcat: Otherwise, you are welcome to abide by standard directives regarding the Navy at this time and stop breaching-
[01.08.2016 15:57:14] =LSF=Hellcat: -the Alaska Exclusion Zone.
[01.08.2016 15:57:29] =LSF=Hellcat: If I were you, I wouldn't be in such a hurry to return to Virginia, but maybe I'm wrong in that assumption.
[01.08.2016 15:57:32] Anna.Sylar: That nice communications you sent? Lovely read.
[01.08.2016 15:57:41] =LSF=Hellcat: I am not the Director.
[01.08.2016 15:57:47] Anna.Sylar: Offices are on Manhattan I'm afraid.
[01.08.2016 15:58:07] Anna.Sylar: You seem to confuse us with standard naval forces.
[01.08.2016 15:58:15] =LSF=Hellcat: Shouldn't I?
[01.08.2016 15:58:18] =LSF=Hellcat: If you have something to say, say it.
[01.08.2016 15:58:25] =LSF=Hellcat: I am not here to play games with 'mysterious' individuals.
[01.08.2016 15:58:46] =LSF=Hellcat: This is a highly sensitive zone and I have no patience at all for playing Twenty Questions.
[01.08.2016 15:59:01] Anna.Sylar: Lieutenant Sylar. 15th Survaillance Division. Naval Offices of Intelligence and Analysis.
[01.08.2016 15:59:29] =LSF=Hellcat: The name and divison moniker mean absolutely nothing to me.
[01.08.2016 15:59:31] Anna.Sylar: Or OIA in short. Internal Affairs. But I'll take your offer to have a look at Kodiak.
[01.08.2016 16:00:02] =LSF=Hellcat: You're not 'having a look' at anything, madam.
[01.08.2016 16:00:15] Anna.Sylar: Believe me, we're good at having a look.
[01.08.2016 16:00:52] =LSF=Hellcat: If you don't cut out the vague threats and silky, sinister hints, I'll have you brought in in a pod rather than voluntarily.
[01.08.2016 16:01:18] Anna.Sylar: Whatever. You're the one not moving it.
[01.08.2016 16:01:23] Anna.Sylar: Waiting on you here.
[01.08.2016 16:01:36] H|-Layla.Whitaker: So you agree to quarantine?
[01.08.2016 16:01:36] =LSF=Hellcat: I don't think you grasp the gravity of the situation at all.
[01.08.2016 16:01:52] Anna.Sylar: Staying around with you sure leaves me with not attenting other duty. So it's a nice distraction.
[01.08.2016 16:02:13] =LSF=Hellcat: Answer the question.
[01.08.2016 16:02:22] Anna.Sylar: How long this'll take?
[01.08.2016 16:02:27] =LSF=Hellcat: I don't know.
[01.08.2016 16:02:31] =LSF=Hellcat: I've never tried being in quarantine.
[01.08.2016 16:02:56] Anna.Sylar: That said. You've been there too, just like me. Why not try quarantine yourself?
[01.08.2016 16:03:04] Anna.Sylar: Now's the right moment, I'd say.
[01.08.2016 16:03:15] =LSF=Hellcat: Because I am a certified LSF official straight from a secure zone, and you are a Navy pilot from God knows where.
[01.08.2016 16:03:27] =LSF=Hellcat: I am surprised that there are still individuals this stupid able to breathe and think at the same time.
[01.08.2016 16:03:28] Anna.Sylar: So that makes you magically immune?
[01.08.2016 16:03:34] =LSF=Hellcat: No, but it makes me sure of myself and not sure of you.
[01.08.2016 16:03:49] Anna.Sylar: Could say the same about me and in regards to you.
[01.08.2016 16:03:54] =LSF=Hellcat: I told you to cut that out.
[01.08.2016 16:04:11] =LSF=Hellcat: If you're not willing to talk straight to me, then your third option has just been exhausted.
[01.08.2016 16:04:20] =LSF=Hellcat: Set course for the Virginia jumphole and get the hell out.
[01.08.2016 16:04:25] Anna.Sylar: What was the second option?
[01.08.2016 16:04:35] =LSF=Hellcat: Don't, and enjoy your time in a pod.
[01.08.2016 16:04:41] =LSF=Hellcat: It's your call. I'll give you twenty seconds.
[01.08.2016 16:04:53] =LSF=Hellcat: Ten seconds.
[01.08.2016 16:05:03] =LSF=Hellcat: Wise move.
[01.08.2016 16:05:06] =LSF=Hellcat: Someone show her the door.
Conclusion: The Naval Office of Intelligence and Analysis advises the First Fleet to consider the comments given by the Naval Office of Intelligence and Analysis and that First Fleet cleans up its act before we've to order a full investigation. First Fleet may consult the Judge Advocate General’s Corps for further legal advise.
