If you've yet to be informed, I'm Curator Leviathan, successor to Curator Endurance, and Keeper Raven's new right hand.
As I understand it, there is a certain level of animosity between the Hellfire Legion and Junker's Congress. Now doing some research in to the topic, this conflict exists for a variety of reasons. From supporting pirates, loose morals, and smuggling to outright attacking Legion people in the field. Not exactly a good foot to start off on.
But then again, neither is blowing up a bunch of salvagers out cleaning up scrap in the field.
This message is an invitation extended by the Junker's Congress to the Legion for a sit down to negotiate secession of hostilities and the rising presence of Legion vessels in and around their area of interest. They asked us to extend it and host the discussion as a third party, given our positive relationship with your people and our history with theirs.
So if you're willing to accept the invitation, then a location within neutral territory will be decided where we'll handle the hosting tasks and serve as a mediator in any negotiations or discussions that might occur, but for the sake of our own interests, as much as we despise artifact smugglers and Cardamine runners, we'd like to remain a neutral party in any conflict between the Congress and Legion. (Not as if we didn't already nuke a bunch of their smugglers for the Legion in the past.)

We apologize profusely for the delay, Miss Raven. I'm Elton McKenna, the Legion's secretary of of Foreign Affairs. Matters such as these are supposed to be under my jurisdiction, but there were certain more hawkish elements within both the Commonwealth and the Legion lobbying for more radical solutions to the Junker 'problem'.
This would, naturally, invalidate any claims the Commonwealth makes of being a fair and just state and render what little legitimacy we may have in the geopolitical arena of Sirius utterly null and void. I'll be there, but both Lord Commander Locklear and my colleague Secretary Hawthorne insisted that I not attend without a full honor guard of the Legion's best pilots.
My conditions for attending are a little different, however. In your own words, the Junkers requested these talks due to, and I quote, "the rising presence of Legion vessels in and around their area of interest." Simple power of elimination makes this site Inverness, and if we are going to hold talks regarding the future of Inverness then it is my firm belief that the Bretonians - having the oldest, if not most legitimate - claim to the system, must be involved.
If these terms are acceptable to you and that is something which can be arranged, set a time and place and I will be there.

It seems through the power of deduction, you've figured out their concerns. The Legion, with our support, had successfully removed a Gaian depot from the area, which obviously caught their attention and left them concerned for their well being.
Naturally, however, you are correct. The Bretonians hold claim to Inverness and were the first to authorize our presence so we might continue our push on The Order. The necessary notice will be made to them about the impending discussions, and The Keeper will be notified.
