As I stated in our meeting in space in the Pennsylvania system earlier, I am having quite a few issues with the cloaking device on my ship, the Osprey Mk. II.
I have come to ask your organisation for help as I have heard on the grapevine that the IRG are well versed in the ins and outs of Zoner technology, as well as research into the strange forces and energies that make up our galaxy. I believe that your organisation would be much better qualified to take on a job like this than a technology company within the houses like Ageira or Kishiro (Kishiro in fact telling me themselves they don't know anything about Zoner ships or cloaking devices), as you have more experience with the more edge-world designs of Zoner ships. This issue has persisted for nearly a year now, and it's very concerning.
While I did have this Osprey ordered as a custom order from my friends in the Zoners, the ship itself is to the exact same specifications as the Zoner's escort ships. Parts between my ship and the Zoner's Osprey are 100% interchangeable, there are no differences in the geometry, wiring or materials. In saying that, I've never seen another Osprey have such issues with technology like cloaking devices like mine does. Zoner escorts don't seem to use cloaking devices often, but all the ones I've seen haven't had a problem with their operation. This is where I believe you and your organisation can help me.
Clearly there is something wrong with my ship. My first cloaking device mounted to the ship was a cloaking device Mk. II, designed for gunboat and cruiser class ships. The first time I activated it I heard a loud bang, and shut it down. I inspected the device and the ship, and nothing seemed broken or out of place, so I activated it again. No bang. Instead there were sparks coming out of the cloaking device and a weird energy streamed down the sides of my ships to the wings where they exited in like a plasma arc of some kind. This has been the norm for nearly a year now, even after changing the cloaking device Mk. II twice, and now having installed two different Light cloaking devices with more modern technology allowing it to be mounted to ships as large as my Osprey, having no effect in remedying the clearly dangerous effects of the cloaking devices before it. This still happens to this day, and aside from these strange sparks and radiation, which all happen outside of the ship, the cloaking device itself works just fine in regards to making me disappear when I need it to. I'm more concerned about the effect on things around my ship, though I've never observed these arcs jump from the ship to anything nearby. The radiation levels around my ship also make me easier to scan at a distance, as ship scanners can see me from much farther away.
Anyway, after this fairly brief background I hope that we can arrange a time when I can drop my ship off to someone in your organisation so you can run your tests and hopefully figure out a fix for these issues.

Your estimations about our organization are quite accurate, however, our expertise is not limited to Zoner ships, as many ships work off similar mechanical properties and physical principles. The Osprey is an outstanding escort craft that is very versatile in its roles, I'm surprised you're having any issue at all.
Concerning your malfunctioning cloak emitter, there are a few things we can do. We will need to observe the malfunction and run diagnostics on your ship during the process, and I'm sure we can reproduce the issue, given the time that's passed since the original discrepancy and your efforts to contact us.
As there are a variety of ways a cloak emitter can malfunction, we'll consider our options around what your ship can handle. A probable cause could be your power grid, as you may not be getting enough power from the batteries to finish the cloak charge sequence, however, this can be circumvented, but would require ship modifications at the ship's core, and is moderately unlikely. I'm sure with just a few tests we can get to the root of the problem.
Concerning the radiation emissions, I recommend you either shield yourself or avoid use of your device until we can establish a controlled test environment. Surely avoiding use wouldn't hinder your operations, as it fails to function properly anyway.

Hopefully we can organise a time where I can demonstrate these issues for you. The sparks and EM emissions don't just happen when cloaking or cloaked, but just during normal operation of my ship, though less when my ship is in a state where it isn't drawing much power such as during startup or just being idle in space. I'm sure you saw them when we spoke in Pennsylvania. However, the radiation issue is one that only happens when the cloaking device is active or charging, which means my ship has a radiation signature that makes me slightly vulnerable while cloaked as ship sensors can detect the radiation field.
