I apologies for the taking so long for the me to return my communique back to you, but recent developments have taken up my time and just around now have I been able to overlook this agreement. I have to say, the amount of trust that you're placing in the Buro's hand within this agreement with your installation is most respectful. Although, I must say for the smoothness for each others operations, i must request that The Maltese and Rheinland co-operation agreement that public disclosure must be held out until we both come to an arrangement when said details can be revealed to the public when the time is right.
I'll be sending over one of my agents to oversee our operations within the Omicrons, but I do have a favor to ask you. As for now, we have limited intelligence on the Tau region of systems. With passage blocked off by our neighboring house regions that don't take too kindly to my organization passing through, I'm kindly requesting if you'd provide access to my ships to travel though your Core-Territories to reach those areas.
Anyway, this is the part you've probably been waiting for, so I won't waste any more of your time.
This Agreement is made as of the 9th of August, 824 A.S. between the National Council of Malta, the authority of public law of the Maltese Nation ("NC") and the Büro der Marineintelligenz, a public intelligence service with head offices in Rheinland ("BDM").
The Parties agree as follows:
1. SCOPE OF AGREEMENT
1.1 This cooperation agreement is a framework agreement. The NC may sell, buy, provide work space, refuge for and house Personnel of the BDM and the BDM may sell, buy, provide work space, refuge for, and house Personnel of the NC in the shared interest of improving relationships between our two nations and to combat mutural enemies.
2. DEFINITIONS
The following terms used in this Agreement shall have the meaning ascribed to them in Section 2:
2.1 "Personnel" only means agents directly employed or instructed by either the BDM or NC ("Affiliates").
2.2 "Affiliates" of a party means any entity that, directly or indirectly, controls, is controlled by or is under common control with, the party.
2.3 "Cardamine" means only the product grown on the soil of Malta.
2.4 "Completion Criteria" means the fulfillment of a party's duties towards the other. Duties can be repeated. A repitition of a Completion Criteria is one "Work Order".
2.5 "Hardware" means equipment or machines, sold or bought by the parties under this agreement. Hardware may be manufactured by the parties themselves or third parties.
2.6 "Software" means the data used to operate systems.
2.7 "Systems" mean automated, machinized procedures executed by non-human intelligence.
2.8 "Products" mean Hardware, Software, or agricultural produce.
2.9 "Services" mean the procedure accompanying the successful delivery of Products. The delivery is successful once it has reached the buyer.
3.0 "Catania" means a modular installation located in the Omicron Beta system and under NC control.
3.1 "Modifications" mean alterations to the terms of the agreement.
3. PRODUCTS AND SERVICES PROVIDED
3.1 The NC shall provide the personnel of the BDM with shelter, food, clothes, and any other amenities necessary in order to complete their work as assigned by their superiors for an indefinite amount of time or until such a time in which the parties deem this agreement to be obsolete. These Services are provided on Catania.
3.2 The BDM is entitled to procure any Products offered on Catania for their fixed price.
3.3 The BDM shall provide the NC with a monthly fee to compensate for expenses. The fee is a fair share of Catania's maintenance.
4. ACCEPTANCE
4.1 Products and Services delivered by NC are considered accepted by the BDM upon completion of the Completion Criteria, with recompense due upon completion of each Work Order.
5. PAYMENT
5.1 The BDM shall pay the amounts indicated for each Product if they so chose. In the case of non-payment (Failure to pay), the NC is entitled to demand the full amount.
6. TERM AND TERMINATION OF AGREEMENT
6.1 This agreement is effective upon signature by both parties as of the date noted above for a period of three (3) months ("initial term") and is automatically extended by one (1) month, unless either party notified the other in print no less than seven (7) days prior to expiration of the Initial Term or any extension thereof.
6.2 Either party may terminate this Agreement upon written notice to the other party in the event that the other party does not adequately perform their duties as outlined in this agreement. The notice is to be well-founded.
6.3 All Modifications to be in writing. This contract may be modified or rescinded only by writing signed by both of the parties.
6.4 The invalidity, in whole or in part, of any term of this agreement does not affect the validity of the remainder of the agreement.
6.5 Force majeure. Deliveries may be suspended by either party in case of acts of God, war, riots, fire, explosion, flood, strike, lockout, injuction, inability to obtain fuel, power, raw materials, labor, containers, or transportation facilities, accident, breakage of machinery or apparatus, national defense requirements, or any cause beyond the control of such party, preventing the manufacture, shipment, acceptance, or consumption or a shipment of the good or of a material upon which the manufacture of the good is dependent.
6.6 Neither NC or BDM may assign its rights under this agreement in whole or in part.
6.7 The validity, interpretation, and performances of this agreement is controlled by and construed under the laws of that Nation of Malta, as if performed wholly within the nation and without giving effect to the principled of conflict of law.
6.8 Any legal suit, action, or proceeding arising out of or relating to this agreement is to be commenced in a federal court in the Nation of Malta, and each party hereto irrevocably submits to the non-exclusive jurisdiction and venue of any such court in any such suit, action or proceeding.
6.9 This agreement signed by both parties and so initialed by both parties in the margin opposite of this paragraph constitutes the final written expression of all the terms of this agreement and is a complete and exclusive statement of those terms.

Its been a while with our deployment of a small task force on Catania, and we're willing to support its endeavours into expansion. But we're going to need lab equipment and further space to expand our operations. We're possibly looking to experiment and craft advanced technologies to outfit our spacecraft with. What I have noticed that Catania does have a good amount of assembly machinery already outfitted on station. With your permission we'd like to ship materials onto the station to start the production of advanced technologies 'en mass. Although we won't hold these technologies to ourselves. Your military logistic teams should be able to access the production facilities to obtain them when you order them. Please note that we currently have a dead line to meet with outfitting a few of our own vessels.
We've taken the liberty to survey the station and have concluded for this to take place, we need to expand its core superstructure to install the testing labs, production facilities and storage equipment. My Kommissarant are highly anticipating your response.

The National Council sees no obstacles in you proceeding with the outlined plans. However, there are other problems which have arisen that we would like to discuss with you. There is a proposal to make here and I think you might find it agreeable.
Given our own presence in the system with Ruiz and Galicia, the Council is expending vast amounts of resources in maintaining yet another installation within Omicron Beta. According to our calculations, the cost does not warrant the effort, given the close proximity of Ruiz to both the Omicron Xi jump hole and the Cryo-Organism cluster in Omicron Beta. As such, the Council is considering to move the BDM to Galicia and decomission Catania in order to preserve costs — which would mean more free funds we could use on other joint projects.
However, we would like to make an offer to the BDM. The Council would like to inquire as to whether the Buro would be interested in buying Catania and maintaining it as their own station. The BDM would, of course, be given permission to maintain a base in Maltese space and no tax would be levied due to our extended friendship. In the end, this would come down to whether you could make use of Catania or not.

I apologise for the long delay in response but we've recently held some issues on our end that have just been resolved.
As you've probably already noticed, The BDM personnel on board Catania have already been re-positioned onto Galicia research station. I've yet to visit the installation myself since we're currently facing issues with the updated IFF systems but thanks to your shuttles, we've managed to move the team and equipment we have currently. They're currently on standby for operations that we may be looking to do with the National Council and other agreeable parties of the Nation of Malta.
But as our agreement currently stands, as per section 6.3 of the The Maltese Rheinland Cooperation Agreement, there will be a needed resign of the paper due to the shift in location of stationed Buro Personnel and the deconstruction of Catania Station. I hope this isn't too much of an issue and that all modifications to the contract are acceptable.

I've just received some excellent news. Albeit thanks to my persistence, the Admiral of the Rheinland military has agreed to host talks with the National Council. They're willing to arrange this on board our battleship positioned within New-Berlin, The Strausberg.
I hope you take this as a sign of relief compared from your last attempt as I heard didn't quite meet the mark. Hopefully getting the Military to agree would be a great step into securing allies against common enemies and well needed economical boost for the both of us. Please take this invitation and send over a formal representative of the National Council.
Please take in mind that I have also decided to invite the Amalfi Directorate onto these talks. I am fully aware that the National Council is the currently leading party, but from my view. An increase in families to these talks means that we can be sure that more of Malta and its people can be trusted.

I must say, these news have made waves within the Council that have not seen in a long while. The Council shall be sending a representative to the meeting, yes. Since this is a diplomatic mission, our envoy will be arriving on an unarmed freighter. The invitation of the Directorate does not bother us. We know little about them, though they do not appear to be as destructive as other past forces.
