Upon further investigation into the incident, I am disappointed to hear that you did not phrase or disclose the full details of the incident. Any big problematic incident was avoided, and my men did not lay a finger on Zoner vessels. Guildkeeper Ruby Hydra ordered them to stand down.
Although I will point out to you that construction records date Freeport 11 to 810 A.S, meanwhile Dabadoru was constructed in 801 A.S. I suggest you do your research next time. Moving on.
In regards to mining, we are more than happy to fill Zoner vessels. But we cannot permit them mining themselves. We seek exclusive rights to the extraction of these commodities, and it is already a stretch for us to be so lenient in regards to who is able to transport them and where. I think it would be much more beneficial if the Zoners cooperated with The Core when procuring these items, rather than trying to mine them themselves.
We can tolerate Zoner presence in Omicron Delta, but we cannot tolerate a Zoner installation in Omicron Delta. In the face of several attacks, it has been your choice to continue repairs, regardless of how many times they were set-backed. Your concern should not be of those who assisted, but the safety of your own people. We are offering you a chance of that, either through the transferral of control of the station to us or an allied party or through it's dismantling.

On the details of the incident, no, I did not disclose such due to the fact you did not ask and with your position I believed it would have been easy for you to find out the details in full from your commanders.
Second, the Freeport became 'Operational' in 810 A.S. With our resources the constructed began before that. However our data does not show a starting date of construction. Tis a moot point at this time on such as no records are found as of yet.
Third. If we cannot mine together in peace, are we going to go down the path in which House mining companies work with the Independant Miner's Guild? Far apart and watching each other closely. Always arguing on who owns what? You can't have the whole cake and eat it this time Miss Hawken.
Lastly. You're right. The Zoners of the Omicrons are indeed a stubborn bunch when it comes to rebuilding over and over again. But... After going through our databanks.. I wonder why recently they had to rebuild. Oh that's right. It was due to the acts of your predecessors. Don't believe me? Here's a few files.
Oh and not to rub salt in a wound when you said that a single Zoner vessel we declared Rogue attacked a few civilians when here is a report of an entire Core squadron attacking IMG transports bound for Freeport 11.
In your own words of intolerance of having a single station in Delta, you seem to be intolerant of anyone even coming into Delta, even on peaceful endeavors. Miss Hawkens, you wish for the Core to be able to dock on Zoner installations, yet cannot tolerate an installation in Delta. Pick one, and deal with the other. Choose violently, and forget being able to dock on our stations.
The records show what the Core has done, and you say what we have done is far worse. For what? Building a station and being open to those who do not wish to cause trouble? We deal with troublemakers easily, and not with all guns out shooting first and talking later.
This is our answer for now, but its not final. You'll have it in three days.
We don't need to argue over who owns what if you simply agree to end Zoner mining operations. We had both set our eyes upon and starting extracting Iridium before the Zoners could even spell it. From our viewpoint, The Core is the rightful owner of a commodity they laid claim to before any other party. Independent Zoners thought it would be wise to test that mettle since then. It's not about eating the whole Cake, we just don't want certain people intruding on the party and getting their dirty hands all over it.
I didn't sugar coat my statement about the attacks. Yes, we did those, and it is by your volition that you have stubbornly chosen to repair each time only for us to tear you back down. You can only bleed so much I imagine.
In all honesty, we couldn't care less if we could dock on Zoner stations or not and vice versa. It is through our benevolence that we still haven't banned Zoners from our stations, for those sympathetic and understanding of our position. But beyond sympathy, you do not owe us anything, nor can you realistically provide us with anything we cannot attain already through other means. Hypothetically, you could offer us more. But by no means do you offer any services we depend on.
What you have done is far worse indeed. The Zoners break our laws, hoard illegal alien materials, steal our resources, have frequently assisted our enemies, and have even attacked our own people. Our actions have been reactionary. Unlike other denizens in the Omicrons, we aren't people you can irritate and not expect us to bite back. We are not intolerant of anyone coming into Delta, provided they are under the flag of Omicronis or are our allies. The Zoners have proven to be neither, time and time again.
We are still firm in our stance that Freeport 11 in its current state is something we cannot tolerate. If you wish for long-term peace and longevity, then you would be wise to re-consider those terms. You said yourself you deal with your problems with words. Prove it.

Indeed Miss Hawken.
After intensive talks and deliberation with Freeport Administrators, we have concluded the following in agreement of previous notions you have given.
Your refusal to share mineral rights when even those in the Houses have been able to have the humanity to do so.
You refuse to allow us to govern ourselves by our laws.
You want us to work in peace yet use a force of arms to get your points through without a balance.
Here is our last offer:
-----------
Shared mineral extraction rights for Iridium and Azurite. Core to receive a 1k EC unit discount. Zoner Miners allowed full ability to use their crafts to work in Omicron Delta and Omicron Lost.
10k Exclusion Zone around Freeport 11 for Zoner Laws. Exclusion of hostile vessels on a request by request basis ONLY.
Core AND Order Vessels banned from Freeport 11 for mutual exclusion to disallow one side to gather resources directly from Zoners in Delta.
Any Zoner craft found with Nomadic materials are to have said materials destroyed on sight or handed over to Core Forces. No Exceptions. -----------
If you do not agree to the above in which we have given quite a few concessions to, I will use any means available to counter the Core's aggressive stance.
These are the following actions the Confederation of Freeports will apply upon if you refuse:
----------- ALL Corporate entities that are in collaboration with the Core, ex: Interspace Commerce, will face multiple charges of Manslaughter upon their respective CEO's and Corporate Board of Directors, etc; for involvement with not only the deaths of the previous attacks upon Freeport 11 by Core Forces, but all other entities attacked by Core from that point and those that may occur with refusal, ex. IMG.
The Governments of Rheinland and Bretonia will be informed of your refusal, and details of said previous proposals refused will be shown and lobbied to end all current and planned agreements between their respective Governments and the Core.
The Gas Miners Guild will be informed of your actions towards not only long time customers but will be lobbied to halt all current shipments of fuel into the Omicrons for Core usage. -----------
I wont need to fire a single shot at you Miss Hawkens. Your forces wont be able to run at all without funding, fuel, and outside support.

Now I know that to have patience as a virtue is mostly gone in these day in ages but...
You might not know me, but that's not important. What is important is that you're in no position to make such demands of the Core, and its esteemed high command. You were given a generous offer given the recent events between our two parties. Yet in all this time you've held on to your stubborn attitude and stuck out in the Core's territory. I'd very much love to see what military force the Zoners are capable of coming up with to defend themselves and back your words. Hawken gave you the benefit of the doubt, Ruby will not.
I'll be clear, all Zoner personnel are to vacate Freeport 11 immediately, or we'll make the original siege of your station look like a circus party.

Very well then.
If you wish to act like a spoiled child who spilled his milk and wants to fire off a missile in response, so be it.
I looked for a peaceful solution, but it seems that members of the Core view peace as if they were offered to drink Cyanide.
But looking at how we have been as patient as humanly possible, you force us to fight fire with fire.
We did not wish this but you have decided to ignore reasoning.
Empty threats are empty threats as expected, your defending forces, which are enemies of the Core, were wiped from existence. Your Zoner military -or what passes for it- were wiped from existence. A bombing run was made on the Freeport, I suppose you can still evacuate some people from that stray bidome though.
