I've run in to this as well. I've looked in to it quite a bit and so far I gather that it might have something to do with the way windows is setup for us rather than having anything to do with the server. It seems to happen whenever the mouse is moved, regardless of what's being rendered on screen. One minute things were working fine for me, then the power drops out and my machine shuts off and this has been happening ever since the restart. Running in windowed mode fixes this, even if you're running at your native full screen resolution. Just choose to launch in windowed mode when you're at the launcher. There might be a compatibility option within windows that fixes this, but I haven't found it so far and not many people have reported something like this. Until then, it's windowed mode for us my friend If I find anything relevant to a fix, I'll be sure to share. I'm on Windows 10 and I haven't really noticed this on 7 or xp, but I'm not really sure if it matters at the end of the day. Good luck!
Edit: P.S: I've also tried fidgeting around with the "disable display scaling on high DPI" option under the compatibility options for both the launcher and the freelancer exe with no luck.
So, I found it that the issue comes from the creators update. Freelancer is not the only game where this problem appears since that.
There are 2 ways that I found out now:
1. Downgrade by "Recovery" option (only works 10 days after you updated to Creators edition).
Go to your settings -> Recovery.
There should be the option to recover it as I mentioned before (it says something like: "Only works 10 days after you updated to the Creators edition blah....)
2. Downgrade by Reinstalling the OS.
Same path as above, so settings -> Recovery
This option makes your PC reinstall the whole Windows 10. It's up to you if you wanna keep any personal data as said by windows in the description in this option.
I won't try this out because that Computer caused enough of my nerves already, but it worked for some pals. Hope it works for you as well.
