Concerning @"WPeregrine" 's input about Baffin, I would like to say that the TAZ was a major influence on teh system and included hidden symbology into the system as well. It would be a shame to have it changed.
you should make a starting system with "tutorial" commodities and "tutorial" missions that will explain the new players how game mechanics works and maybe trow in some scenarios that will explain some basics rp and diplomacy between some factions
as for cortez vs penny, while you've got complaints from other faction leaders stating that the reason why they don't join those is that current starting system is situated in liberty that is further from the true, by that i mean if you move it they would still move there after they start up because they are more comfortable with american doctrine rather then Asian or Germany or french

I could easily see the following scenario happening if the starting location is moved to somewhere remote or with low activity:
>Newbie logs on, starts on New Paris
>Region is dead except for a few other newbies but no veterans because they're all in Liberty/Bretonia
>Newbie assumes the rest of the server is equally dead, logs off and doesn't come back
The lack of established players would also not help in making things look active. In this scenario the dead region wouldn't benefit and active regions would also suffer.

This. I'd rather do something like replace the helium field with a mining zone in a Planet Tremont atmospheric system or something. Something that's been discussed was replacing the Gettysburg with a "flight school" so the first thing that players see leaving Erie isn't a dreadnought (or have them start on the flight school) and it could help players with useful info similar to the hub idea. Having the system not be a dead end would also be good, though I'm not sure where you'd link it to besides Texas and California. Otherwise they can fly into NY and see player activity there that might entice them to stick around.
Penn also has the advantage of being a new modded system in a familiar region of space. Cortez on the other hand is a fairly basic border system that wasn't designed for new players to start in but to just pass through.

Honestly, if you were to just go with moving the start from penny it would be best to just add a new system around Cortez, Coronado, and Baffin. I think that area would be best and honestly better than Penny but just don't think the systems around there work without heavily changing them. It would also put it at pretty similar distances between Liberty, Bretonia, and Kusari as well as being fairly close to the Taus, Gallia, and Outcast space. It would kinda be unfair for Rheinland and Corsairs. Still think the best change would be the one many have mentioned so far of just having a starter system connected to each house.
Okay since this will be the umpteinth time I've suggested a starting system, here...
Very rough drawing but welcome to the Sirius System.
In the center of the system, our starting point. Grand Central Station.
Slightly to its north, Central Refinery and Shipyard. Featuring a few of the civillian low tier ships available for purchase.
Each Triangle represents a Jump Gate to each of the Five Houses.
The squares next to each jump gate would be a Welcome center, giving history and information onboard about each House the gates go to. Next to the stations would be a line of each Houses Lawful capital ships in a nice line. Kinda like how EvE online is with the Amarr Empire intro.
Each green circle is a jump hole to the Tau's, Omicrons, and Omegas. With warning bouy's to boot.
The areas around the station would feature several nebulas with a starting mineral only sellable at the refinery next to the station.
Quick, simple, easy to keep an eye on and informative to new players.
Do not introduce systems that are meant to be interpreted as oorp ones with one-way jumpholes or exist just for the sole purpose of tutorialing. Players, especially new ones, need to be exposed to RP as fast as possible. They need to be placed in a system with the most amount of non-newbie players as possible.
Otherwise we have a situation where a new player is introduced to the game world in a system that follows no RP logic and then expect to know that the next system they are dumped into isn't like that.

Most players who aren't already aware that this is a RP server are going to take a bit to figure it out anyways. Adding an ooRP system with a choice of houses to go to(possibly even add a brief description of what RP is and even possible a very brief description of each house near their jumpholes if that is possible) is not going to hamper that process. If anything the new players it might slightly affect are the ones who don't do any research/read tips/read rules and wouldn't realize that it is a RP server until someone points it out to them.

Teerin wanted suggestions into a starting location, here is a suggestion that can be done in ways that will give:
1. Options to learn
2. Allow flexibility for new players to learn slowly and not hit the pavement at a dead run.
3. Gives new players options into where to go and possibly how to act.
4. Less chance to break system cohesion with a sudden drop off into a possible warzone.

Honestly think this is a mistake, as then it can lead to what Spazzy is concerned about. Should just be a small system with jumpholes and if possible information about RP, server rules, etc in space as another way to catch new player's attention to the fact this is a RP server. Should be low impact in my opinion, give them some information, maybe some tips, and a choice then force them into the world of Disco.
