*An older gentleman, wearing secondary fleet issue uniform arrives. There's a patch on one arm depicting a Liberty Overlord Dreadnought. Under that is another patch that says Cincinnati. The name badge reads "O'Howell". He's partially decorated in secondary medals and ribbons and walks with a slight limp. He walks into the primary office. Holding 2 manilla envelopes in his hand, he stands there looking around the office. He begins to walk toward the main desk, Dropping off one envelope, and leaving the other marked 'Primary Fleet Test' in an inbox. On his way out the officer Turns around and Salutes you, trying to stand straight in posture, then proceeds out the door. Inside the first envelope enclosed inside reads:*
