An incident, no doubt well known to you had occured in Nagano star system between your forces and pilot serving under the flag of The Order. After reviewing after-action reports and logs that were made available to us, it is our conclusion that intrusion into your activities was found illegal as your particular group had not engaged in any act considered hostile, derogative or illegal by The Order Overwatch. Furthermore conduct of our operative was not up the standards and customs of The Order Intelligence Division "Wedjat" and had since been recalled and replaced.
This is merely notice that further investigations concerning activities of your group are null and void for the time being and your status to The Order remains unchanged until credible evidence of the contrary will be delivered to office of the Admiralty. Shogunate had remained silent on the issue but we see ourselves as not part of this dispute.

Thank you for your time, I appreciate your communication as the encounter did leave both myself and my pilots concerned that we had damaged the potential budding friendship between our 2 houses. If there is still potential for a friendship to form between us and in essence "no harm done" then I see no need to dismiss such an open and bold warrior, even though her words and allegiance may have been misplaced I cannot fault her brazen bravery and it would seem a waste to dispose of such a potential and talent. Still, I respect that it is none of my concern nor command as to what you do with your subordinates.
I appreciate that you may have intended this communication to be a short one, so please excuse me using it to expand our conversation. As I am certain your agents would have informed you the Tears of Izanagi are now independent of the Blood Dragon Shogunate, yet remain an extremely close ally. This does mean that we cannot formally rely upon their existing diplomatic agreements, certainly when we have the freedom to pursue our own. With this in mind, I would like to identify what our status with the Overwatch is? Considering this last encounter has been our only encounter that status was considered "at risk" by my most trusted advisors. Brother Kijima even suggested flying out to meet you personally to engage in diplomacy but with much happening at home, I required his council.
I believe we have much to discuss and would like to begin negotiations at your earliest convenience I am happy to send my brother to one of your secure locations for a period of time to work through our proposals or if you would like to send another agent to communicate on your behalf we would happily house them for however the long the process takes. Please note that I have a strong personal respect for the Order and all of your agents and would like to see our agreements come to a mutually beneficial conclusion.

The very real problem was that it was never our intention to seed doubt into any of Blood Dragon still serving restoration of Hideoyoshi dynasty. As you had put it yourself, intervention of my agent had put shadow over actual alliance between Blood Dragons and The Order.
It is difficult question to answer in eyes of your sudden... independence from the main Shogunate. Our responce would vary upon several aspects, including how close you are to the current Shogunate and whether you mirror their stance and ongoing diplomatic agreements in kind. Briefly, Hideoyoshi dynasty and their warriors are signatory to binding treaty that warrants research, economic and military alliance involving mutual defense, hardware exchange and finally a legal framework upon which we divide and conquer. It had served us well and among other rights it bestows privilege of lawfully entering all of The Order Protectorate to all of its signatories, should you still be part of the Blood Dragons.
We are flexible yet united force. All of the soldiers of The Order are answering to their respective Commanders, who in turn have responsibilities towards The Order Overwatch General Assembly which I represent. As such any order, treaty and agreement applies to every single man and woman that took an oath. If you can enlighten us on current status of Izanagi in detail, Overwatch will promptly decide whether simmilar can be said about The Blood Dragons.
Honor for us means to stay true to commitments and consequences of our actions. I think our definition is not too divergent from your own.

We remain very close friends of Shogun Hideoyoshi and accept her sovereignty over the systems she has claimed. Rather than agreeing to the extensive Contract you have with the Blood Dragons, we require something less binding.
I want to personally join some of your pilots on patrols and local missions to get a full understanding of their personalities and mindsets whilst we talk it out in person, in space and then provide neural net logs of our actions to form our contract. If this is something you can accommodate I would like the dismissed Wedjat to provide my personal security for my visit and for them to host the diplomatic negotiations between ToI and Order| on your behalf. I am certain that this is something they will agree to and it will give them a chance to redeem themselves. If you are happy to accommodate such a request I will take it as a great compliment from your house to ours.

The treaty you had linked was replaced by an updated document - namely Sigma Alliance - half a year after renewed alliance you are aware of was made into reality. It may not be exactly up to date concerning that there were certain changes beyond our control over the course of the last two years but it serves us well. Relevant document will be linked below, for attention of your lords and warriors together with copy of The Order Protectorate Code that guides our peacekeeping mission in Omicrons.
I would not link it to you without a reason. As you say, you are still close ally within the honorbound constrains and laws of your society which is something I can respect. The Order Overwatch General Assembly sees no issues arising with permitting you into star systems we control. With that, I bestow upon you invitation to our corner of Sirius. You will be free to fly freely without mandatory escort (though I advise to maintain a combat-able honor guard) and walk upon our stations and our homeworld with reasonable clause that restricted areas and our most secure military bases are off-limits until invited.
You are best advised to take residence upon Akihibara settlement on Akabat as it's populated by mainly Kusarian population under sovereign rule of Hideoyoshi dynasty, despite being patrolled jointly by Order sentries and Dragon Guard. The Order recruits from many paths of way: Do not be surprised to see a Corsair or even Blood Dragon serving intership with The Order Black Fleet as way to learn valuble combat experience. Your personnal request of calling upon this specific agent as your personnal request will be considered... until then you can enjoy all the entertainment our world may provide.

I have arrived on planet Akabat and so far I have been lucky enough to avoid any Corsair encounters. I made what was supposed to be a quick stop on Taba just to have my ship given the once over. After it was given the all clear I was fortunate to stumble across Captain, Akira Miyasaki of the OCV-Akisame and Captain, Jessica Chase of the OCV-Ahkmim 'Vexus'
They took me on a tour/incursion into Omicron Iota where they held a great hunt. I have to admit their ships were flown with such elegance, grace and ferocity that their opponents never stood a chance. They were unable to locate their primary targets which from what I understood were battleship-esque classes of Nomad ships but still the operation was a great success with many defeated nomads. The two captains were a pleasure to fly with and my safety was ensured at most times, the exception being the moments I chose to break formation and engage. Needless to say, we all made it back to Omicron Mu unharmed and with minimal hull damage. I have attached a few highlights.
I have studied the documents you have provided and there are a few lines that are incompatible with the Tears of Izanagi's current standing as well as a few lighter points to discuss. Please inform me when you are available to hold our talks and I will meet you in space.

The Order Overwatch General Assembly meeting had concluded, addressing the numerous inquires and requests including the matter of Tears of Izanagi. I will tackle them individually one by one for coherency issue.
The request to construct an Osiris-class battleship for service under Tears of Izanagi is denied. While you are more than happy to supply neccesary ressources to construct battleship two-fold, we are not considering parting with any of our capital vessels to any of our allies for the time being. Blood Dragons - and Izanagi by extension - are incapable of properly reimbursing us time and effort needed to occupy sizeable portion of our shipyard's production capability, as well any potential setbacks and consequences that follow.
Repairing/Construction of Tokugawa-class battleship at Fort Carthage was found to be an impossibility. Our simulations concerning fitting a warship of tonnage as bit as Tokugawa found said vessel to exceed limitations of our drydock by height from keel to topside. Assuming you manage to capture or acquire blueprints for such mighty vessel, The Order lacks functional drydock capable of accepting heavy battleships. As of result, the only possibility remaining is conducting neccesary works while moored to a shipyard from the outside: Setting it up to Nomad attacks during it's most vulnerable status. The Order Overwatch reccomendation is to utilize vast and mostly unexplored Okamura cloud. It will be only slightly less inefficient than having the works done next to shipyard and provides neccesary cover and protection from both Nomads and Republican navy.
Commissioning Hathor-class warship under banner of Tears of Izanagi is request that everyone in the General Assembly had voiced their approval towards. We have surplus stock intended for use by our allies and it can come with or without weaponry designed and produced by The Order. Technicality of how we are going to proceed with that depends on entirely on the next point which I wont delay any further...
Open and unrestricted sale of The Order hardware, such as snubcraft and capital grade weapons alike alongside every vessel that ever left Order hangar up to gunboat tonnage was clause and enforced under 822 A.S. Sigma Alliance treaty which is seen as advantageous by all parties involved. It is The Order Overwatch is aware that you do not look into being bound by treaty as "binding" as the current treaty, yet we had not exactly heard specifics of what Tears of Izanagi deem unnacceptable within current document. Acknowledgment and abiding of the treaty will grant you this, and surplus Hathor without any compensation demanded or extra clauses involved. Treaties can and will be amended with time by common agreement.
While your pledge to assist us whenever possible with all your strenght is admirable, we cannot possibly expect or confirm use of underaged personnel in combat positions alongside our own pilots. The momenth we have to use future of our species to stand a chance, is the desperate momenths that humanity as a whole is failing its future generations, if there is any future to be had at that point. Should such event happen, I assure you The Order will enact contingencies aimed to continue struggle to ensure that human civilization, not Nomad will dominate this galaxy now and always. Even if we have to start again.
Your claim over Rishiri is respected by us, albeit with unknown ramifications upon The Order and its allies as we had not seen any draft of document specyfying extend of laws and regulations meant to be enforced within Rishiri star system. While The General Assembly sees no issue as of now, it is impossible to agree towards something we never seen or been informed about. Rishiri is not exactly an area used by The Order at large, save for eventualities that require us to use this gateway to Gallia for whatever reason which I doubt Izanagi has any issues with.
Your continued presence in The Order Overwatch Protectorate unaffected and welcome, for so long Izanagi flies under Dragon identifications there is no need to ammend our laws to cope with your status.

With regards to the Osiris Battleship, your response is totally fine, we expected as much but felt that there would be no harm in asking. We respect and accept your decision without further counterpoints.
The reconstruction of a Tokugawa, I hope that we can come to a negotiation here as we really could use your assistance. Please understand that this request is hypothetical as we would first need to capture an existing Tokugawa or obtain its detailed blueprints. I fear that the Okamura cloud would be extremely unsafe as KNF pilots have been spotted within Chugoku space alone and on more than one occasion, even to the extent of downing a pilot outside of Kyoto Base. If by some stroke of luck we did manage to capture a Tokugawa having it based there would only cause KNF to increase their patrols within Blood Dragon homeland, this wouldn't be just a risk to the project but the Blood dragons safety overall. Although having the ship moored outside of Carthage might seem a risky move we will happily provide any additional security required if you agree to assist us here.
Access to the Hathor Gunboat. Thank you very much for allowing us access to this vessel. We will be purchasing some soon, although I am unsure how they will perform against the smaller more agile KNF gunboat however they certainly help in most other operations.
With respect to the 822 A.S. Sigma Alliance treaty, we can agree with most of the document with the exception that it is a multi-faction agreement, which includes GMG, GC BD and Order|. Kusari and it's bordering houses are in a very volatile state and we would prefer to avoid entering agreements with conglomerates and would instead idealise one on one relationships. This gives us flexibility should relationships change within Kusari without worrying about voiding existing treaties.
Ah, I understand your restraint here, now. My offer to provide everything we have would be on the understanding that you required it. Should you need our assistance on any field we will of course aid you to the best of our ability but my previous comment was regarding the nomads and should there be another large-scale invasion.

Reviewing your set of laws, it was agreed that The Order is in no position to question any logic or wisdom of the current document. You will find no opposition from The Order during enforcment of those claims as far our own ships and agents are concerned.

The last resort is using cover of Seth for your needs. It is a great cloud that severely obstructs visibility and is generally avoided by our enemies. By using Wall of Seth, you will be conducting your interests within heart of The Order Protectorate and will be able to hire every single entity permitted to operate in Omicron Mu as of current to deliver goods you require - number of which is much higher than higher security rated Epsilon. I will however have to warn you, the threats you will face in-system will no longer be Republican Navy, but Nomads and Core - who are suspected to be in bed with Republican government. Assume them to be extension of Navy's will in Omicrons.
