We had no idea that Archangel was there until it was too late. Chalk this whole pointless exercise up to negligence. Regardless, fine paid, it won't happen again. Sorry about that, guys. We failed to take into account the possibility that a Bretonian warship would choose to cozy up to us at the last second of a Jump Drive operation out of Cortez unannounced.

Actually, due to the captain of the Archangel being a victim of our negligent Jump Drive operation, we'll be paying her fine too. She does not deserve this kind of stuff happening to her.
So there you have it. No malfeasance anywhere, except for the APM Transport choosing to greet us by systematically violating our eardrums in what appears to be a borderline Lawl's infection. "Come back here next time I'll have a warship" is something I absolutely do not expect to hear from those deemed worthy to have joined the Primary Fleet (the part where we returned a few minutes later sans unexpected guest and absolutely no warships materialized to kill any of us lends credence to the "Lawl's Syndrome" theory). In short, yes, I shouldn't have lost my temper at them for their outburst, but we both know that as human beings we're all fallible. You enjoy a position of responsibility in The Core. About that incident, we delayed the answer because we needed conclude an internal investigation first. And that been done.
Ship in question was Kruger|KMS-Cloppenburg, Ragnar class miner ship, pilot is LucasThoreviel
Kruger techs sent me the logs of all conversation that gone trough that ship comms system, and on that time, all that the Kruger miner in question done was fill the THP ships.
When he been inquired about "And if you intend to loose an important supplier for ores, then try to fool us" he refered to the fact he mined for APM ships in that very same spot earlier or day earlier.
In fact, i havent liked what ive read in those logs. Ive been in Rheinland Military myself, and deal with combat pilots of our security wing, many of those ex-military too, so i know very well what combat stress means, but Kruger miner wasnt dealing with the usual "average Joe" fighter grunt pilot, but the Commander of a APM Vessel. I strongly doubt APM use low standards for pilots of own ships, specially expensive, combat capable ships as that one.
The treats ive read there and the insults, not really welcomed. As i know you guys facing enemies in multiple fronts (hell we supplying your fleets we know very well what you boys going trough) im turning face to other side on this, and overlooking the incident.
I do, however, ask you to take a closer look at incident logs, then contact my office.
Unless files on Cloppenburg been somehow corrupted or edited, if you cannot provide any proof about the allegated treats or insults from Kruger pilot, i cannot agree to the fine.
We trust your people, and we value the agreement we have. But the ship in question "Cloppenburg" was fullfiling its intended role, not infringing any law. He was entirely legal, did nothing wrong, and was treatened. Thats what happened there.
I wont try to teach you your work, but if something like that hits my office with kruger pilot in "Excelence" shoes, my pilot would not be flying for qute some days, would be restricted to handwork and reduced payment as reprehend.

The "threat" stated by the Kruger pilot painted the situation as if he was making a general threat on behalf of Kruger itself to cut off supply. I'm glad that you have cleared this up. Given your pre-existing cooperation with us, I am willing to let that particular infringement slide but I will issue a warning to your pilot: The Core does not take backtalk.
The images however clearly show the Kruger vessel in close enough proximity to the Battleship as if it was about to jump away. This will not be debated, and we expect a fine for this infringement still. We will not bend the law further for you than we already have.

Well, im sorry to read this. Seems my trust been misplaced.

Thats your statement. I havent saw in any section of your laws where Kruger ships have a minimum distance needed be kept from other ships nor where a pilot treatened with force should keep position risking not only Corporate asset but his own life. Thats just your, or your pilot thought, and not a proven fact... even if was proven, would not be breaking any law leaving that system.
If thats the treatment Kruger may expect, be abused and then top of all fined, i wont risk sending my ships into your space anymore. At least not without heavy capital ship cover from Rheinland origin. And as i doubt your laws would allow that, im afraid we will face some problems. No one can say that next time a ship will not simple be shot down, if at the moment your pilot "feel" or "guess"that transport or miner may be willing do something.
As you provig with this that even days later you cant analize the situation objectively, let alone on spot.
May be better if from now on your transports take care of shipping supplies from Kruger bases to you own. I wont risk my ships and pilots. I wont let them going trough this kind of abuse.
Kruger wont pay to be insulted and treatened, thats final. Indeed trust been abused: our trust in your protection for our ships in your space: when we are not being targeted by Corsairs, Aliens or infecteds, we are being insulted and treatened y your very own pilots.

I have quoted the law in question that was broken and outlined why. Please don't be pedantic. We are acting on images that tell a clear story.
Triple Hazard Pay Inc received the memo and paid the fine without complaint. You should do the same.
We have allowed you to reap the benefits of cooperation with Core, as well as provide you access to rare resources both past and present. We have even offered you our own ships in the past. I showed you leniency and retracted one of the fines. The law is paramount and must be respected. I will not let up on the rest of the fines.
This is not a courtroom. I will not waste more time on meaningless dialogues. Do not throw away your diplomacy over pettiness. I expect your next response to include a transaction, otherwise, we may have to take further action.

The pilot is irrelevant. You continue to limit the narrative to solely them yet here we both stand looking at the empirical and unbiased evidence. It is obvious from that the Kruger pilot was planning to jump. The pilot cooperated with the battleship to break the law.
It is hypocritical that you think we are trying to be almighty when you are trying to bend the law to the breaking point.
I had already dropped the fines for the insults, why are you still going on about them?
You were originally going to be included in an exclusive deal to help establish a new Core base within our territories. As you do not wish to respect our laws, I will now have to redraw that plan to exclude you and find another supplier to take your place. You would have made many times more than the cost of the fine.
You are hereby banned from our bases and banned from our territories. I will inform you that we will not immediately shoot your vessels, and we will escort them out of the Omicrons first. But if we see you continue to break the law, this will be bumped up to an elimination order.
We care about the security, safety and economic prosperity of Rheinland as well. It is the reason why Rho is as fortified as it is; so that we can prevent any hostiles leaking out into Rheinland space. But we also care about respecting the law. We would respect the law of Rheinland when in your space, and we would expect you to do the same when in our space.
