Old issues

Hello,

I'm going to ask some questions and please do not take them as an offense to the work that has been done to the mod and to the state as the mod as a whole. They are just some old issues that i have with the mod and i'm wondering if there has been any progress towards solving them or if they are taken into consideration.

1. Any news on an ingame working Bounty System ? I consider the current system responsible for burying the BHG|
   
2. Has there been any more talk about removing rule 4.1 ? I suggested it a long time ago.
   
3. Has there been any more talk about restricting cargo to ID ?
   
4. And in general any talk about less rules and more game restrictions ?

I would LOVE that bounty system, despite me never being able to actually get a kill in the 9 years I've played.
