Hello, General.
I hope your work goes well in these cold, winter days. I wish I were contacting you on a better note, but I do have an issue that I believe you'll take interest in.
At approximately 0013 hours I began a sweep of the California system for invading Royalists and other items like pirates and what-not. Approaching Riverside Station, I exited the lane to see a 'Redemption'-class Council Battleship exit the lane and moor with Riverside. My guncam was still warming up, but my black box did pick up the docking record of the warship, attached below.
After investigating a matter near the New York gate, another Council vessel appeared, this one a Stellion fighter of your make approaching a small group of Hellfire Legion warships, which had apparently taken action against a Royal Navy Valor with help from the Redemption mention before. As the pilot admitted to being the captain of said battleship, and was therefore in violation of Liberty law, I requested on numerous occasions for them to leave Liberty or consequences would follow for denial. Patience was maintained until threats were thrown my way. These were tolerable, but quickly escalated into outright violent behavior. In time, your pilot launched a mine towards my vessel, engaging my vessel and was subsequently beaten to the point of near destruction.
I escorted your pilot out of Liberty, where they made repeated attempts to evade me by knocking the lane out with explosives. They made it out, but their actions are not at all what I would expect of a captain of such a reputable group like the Council.
I am formally requesting that you investigate this captain, who used the callsign 'CLN-Di.Rane', and ensure that they are instructed that defying the law of an ally is both unwise and unneeded. I won't impose any fines, as I trust you will deliver what justice is needed, but the next time will not be so generous.

Accept my sincere apologies for the late response, certain preparations et planning of operations kept our entire High Command busy throughout the previous month.
I appreciate contacting us et sharing information about Captain Di Rane. We've already received reports about the captain acting on his or her own, but the Bretonian Armed Forces reported cooperative tendencies against the Gallic Royal Navy. As I see that in itself was not different in this case either, but lack of awareness regarding local laws et hostilities against our own allies is certainly unacceptable.
For now the captain seems to be a rogue element of the Flotte Dispersée, therefor I urge you to be cautious with him or her. I'd like to ask you to provide more information about the ships commandeered by the captain in question, further contacts, behavior, tendencies, anything possible which could help us evaluate et assess the situation properly. In case the captain in question becomes a serious threat, you are authorized to terminate.
In the meanwhile I'll try to do my best at investigating the cause before it blows out of proportion et cause serious diplomatical issues none of us really wants.
