The station is our attempt to create a secure fortpost in Bering system. This system is quite vital for our commercial endeavors here, but aggressive nature of Bering forces us to keep the location of our base in secret. If possible we'd be glad if you keep it so, at least for a time being.
About your ships being unable to dock:
The reason is quite simple, the base is not fully operational yet, so the access is restricted to everyone but the staff (with some exceptions).
In the near future, however, it might be entirely possible to open it for business.
Though you might find your installation well hidden we found it rather quickly and the fact that you didn't inform us makes us think you've got something to hide from us.
With more civilians in the area we'll have to increase patrols which cannot be fighting on the front lines. Certainly your installation might help Bering's economy and thus us, but it poses a potential security risk. You're apparently defying Liberty law and other forces in the area.
As such we have to ask the following of you:
All Harmony identified vessels( H|- ) to be granted docking rights to the installation.
A tax of 25 million per month, paid to Marshall.Station
Information about the IFF of your installation and your organisation.
This should cover patrols and patrol runs to the area of your installation.
Please accept these terms as it is the only way we can handle the security risk your installation poses.

After careful consideration we have decided to cooperate.
I'm not a politician, and, if I understand origins of your organisation correctly, neither you are.
So let me put it bluntly here:
In long term 25 millions s.c. per month is a lot of money, it raises a simple question:
- Will your organisation be willing to protect our base in case of assault?
Before we proceed with payment I would like to hear a clear and distinct answer to this question. As, in my opinion, this "willingness to protect" civilians is what distincts real government from simple criminals.
In either case we decided to satisfy other demands, as we understand necessity.

Our organisation is best described as a bunch of opportunistic freelancers and entrepreneurs seeking to make money. As long as it's in line with our rules, exact kind of job taken may vary.
We do:
Escort & scout missions
Interhouse commerce
Occasional mining
We do not:
Engage in piracy
Welcome contraband commodities in our base (such as slaves, artifacts and drugs)
Regarding the reason to build in Bering:
Thanks to both increased pirate activity and corrupt cops Liberty proved to be more dangerous than border worlds. Both this and intriguing location of Bering are good enough reasons for us to stay here.

The reason we have demands to the civilians in the area like tax payments is because we have to fund defenses. Your station will be part of our patrol pattern exactly for the reason of defense. Are you expecting an imminent attack? If you do you should immediately notify us.
We have ships close but even a delay of hours might be too late.
