Well, let's think: Lane Hackers are somewhat pro-Gallia, right? If the Repair Ship's nano tool is any indication (It details that the Lane Hacker Blodo sold off blueprints to Gallia for them to replicate the design), then I can see Lane Hackers allowing Royal Intelligence refuge.
The question is which factions in Bretonia, Kusari and Rheinland would shelter the GRI?
Why would Gallia blow up a rather insignificant Junker base?
Although if I must say, as someone who created and lead a Junker faction, Junkers are loosely associated and are semi-generic. GRN blowing up Trafalgar would not necessarily lead to them, or at the very least other Gallic factions, becoming vindicated on other Junker bases.

The Lane Hackers hate Gallia.
Without quasi-lawful bases to dock at, the ID becomes useless at most and very hard to use at least. Which is why when I initially made my ship I was ecstatic to see (at the time) there was no Junker rephack, it meant my GRI ship at least had some places to dock at across SIrius which could enable it to interact easily with others.
Are freelancers still rephacked to Gallic factions? If yes, removing said rephack could be a first step. Heisenberg and Newgate could make access into Libertys south and Rheinland a lot easier, Newgate allows to reach the east of Kusari rather fast as well.

Probably because it's not as insignificant as you may think.
Some junkers used to work against GRN in the past. Trafalgar is the nearest base to the jumphole to Leeds. GRN pretends to put more pressure on California while sneaking their way into New London. Do the math and you'll find at least two reasons why it makes sense for them to destroy Trafalgar.

Honestly, why DID Gallia blow up Trafalgar? That came as a surprise to me, since as far as I know, lawful navies/police tend to NOT use Junker bases.(EDIT: Ninja-answered by @Thyrzul) As far as Liberty goes, I'm not really sure there are any other factions willing to house Gallics, unless Harmony or the Legion is willing, which I'm inclined to think that they aren't. I don't know Legion or Harmony lore too well, though.
I can see Hogosha catering to Royal Intelligence, but that still leaves Bretonia, Liberty and Rheinland to figure out. Maybe Gaians in Bretonia, but they seem rather skeptical of Gallia lately. There's one Corsair base in Bretonia and Rheinland; Battleship Fes in Cambridge and Saalburg Depot in Frankfurt, respectively. Corsairs have been trying to be buddy-buddy with Gallia as of late, so I can see the GRI utilizing their facilities. Still, that leaves Liberty... Who from Liberty, then?
EDIT #2: I could almost see Rheinland's straight up welcoming Royal Intelligence to visit them, so long as civilians don't see them docking upon military bases.

Regardless, I wouldn't see that as a reason for all Junkers to dislike them. At the least, to share those feelings towards GRI.
