Would it be possible to return /setmsg while limiting it to group chat?
I think it would make things easier to coordinate in group fights, while also stopping it from being used to /l1 /l2 /l3 and engage. Things like #c, #t, are extremely useful to provide fast details in an ongoing fight.

yes, its very hard to type when your focused by 3 ships. i personally find it hard when a bs or BC cruises up on me and i can't inform my snub support because i don't have time to type when dodging HMs and prims from 2 battleships. maybe cruisers can have 360 degree CDs so the need for snub support is not that important

In my knowledge, the /setmsg command was removed from the game as it caused a glitch that was crashing the server. So until Alex or some other FLHook expert decides to take his time and fix the issue, I doubt you will see the command again.
If you really need that kind of stuff, you can use Autohotkey to provide the similar concept, as admins several times said it is allowed to use macros, as long you don't gain an advantage over the other players with them. I seriously doubt using the Autohotkey for group coordination would be seen as abuse, with so many people using Discord, Skype and Teamspeak as voice chats (that's one of your options, too)
Yeah, it was turned off because when people wrote /1, the server logged /1 instead of the actual message and the admins couldn't check what was written which made processing some reports pretty impossibru.
