While farming nomads in major on my zoner Neph (among other ships), I couldnt help but notice that spawning of NPCs seems to governed by some mechanic which I dont know how it works.
I know npc spawn less on a full server and more on empty servers, when full servers were still a thing.
Now, server pop seems to have nothing to do with it.
I can spend 1 hour in major and no NPCs spawn.
And another time 3 nomad BS battlegroups spawn on me at the same time.
To my knowledge, patrols are 100% governed by system ini files / npc config files. The only exception to this, is that FLHook as the ability to completly stop all random NPC spawns when the player count is over a set amount. For a long time, this was set to 50 players. Whether this is still the case, I do not know.
If you want to learn about it, load up notepad and root around system ini files, you'll soon pick up how most of it works.

If you want to farm, these best way is through missions. Get 1-2 people and it's easy as can be.
