Sorry for the delay in getting Motoyasu to reply back with those deals. You know, he is a busy man, an old man filled with pressing issues.
So many pressing issues, that when that GMG thing in Shizukoa started being greenlighted by the Prime Minsiter himself, his humble heart didn't held very well under that pressure. Oh no it didn't.
Actually, it didn't hold at all, which is why he died. Unfortunately.
That is only part of the bad news. The other part was that the Prime Minister was pondering to scrap all those Corsair jolly friendship deals Motoyasu-kun was dealing in.
Fortunately, he was delayed in reaching a conclusion on that. Unfortunately, during that time, GMG got themselves blown up by Rheinlanders. Unfortunately too, Kishiro got blown up as well. So we are severely angered with the Rheinlanders.
Fortunately, that breathes a bit of new air on this little talk of us. Handling GMG and Rheinland is one thing, handling you fellows on the other side of the fence would be a bit too much for our meal, I wager.
SOOOO, I guess there's hope after all. Big Boss man wants to talk to me and give me some directions on what to finalize with you. So I ask you for a bit more of downtime. I expect to be on your line this Monday with a good decision on this whole mess.
Can I ask you to wait for me patiently until then?

Psstt, hello again. Would you know that Chief Secretary Okada is such a lazy bum, he practically ignored my requests for weeks? Ah, you didn't hear that from me. I was certainly busy attending to important affairs of state such as yours, and not enjoying myself over some state visits to Niigata Star City, which is definitely not big and pretty. No siree.
Anyway, as usual I got mixed signals about this whole affair that late Motoyasu was handling. Not much of a strong conclusion.
Let's assume we go ahead with a yes, what would you do about it?
I believe the Argus, being the good-hearted man that he is, has already explained what would happen if you say yes. But what should be relevant to you is that you will continue receiving support from Prometheus and Andromeda, two of our battlegroups stationed currently in Cyprus.
I would also personally suggest you to get yourselves together and stop dancing around the issue. My patience for filibuster is low and only kept up by the will of the Archon.

To the myriad of representatives of the Custodi community
So big boss told me to give you something to agree with, and something is what I bring. Since I'm not the most creative guy in making these agreements, I took plenty of notes from old minister Motoyasu records, as well as the interns from the Foreign Ministry. Here's the terms of the plan we should have between us:
1 - Kusari will recognize that the Corsair Empire is a fair and cooperative nation, that has given and received support from Kusari on many occasions. Kusari pledges to normalize relations with the Corsair Empire and receive it's people as citizens of a foreign nation, allowing travel, trade, work and residence within Kusari under the confines of the State law.
2 - Kusari has claims to Planet Saigon and the Sigma-21 system, which we call Shizuoka. The Corsair Empire will formerly recognize these claims, and not issue any claims on solar objects, areas, resources or spatial points of strategical importance without consultation and consent of the Kusari Empire. The Kusari Empire is required to be receptive for future proposals not contemplated by the current treaty.
3 - The Kusari Empire and the Corsair Empire will sign a defense agreement and will aid each other in combating foreign invasion of the Sigma-21 system.
3.1 - The Corsair Empire will recognize the Gas Miners Guild as a partner in Kusari defense, and must abide to a status of a truce or non-aggression pact with the Guild for the duration of the current conflict. This term is binding only for the period before peace is achieved in the region.
4 - The Kusari Empire recognizes the requests of the Corsair empire for peaceful colonization within the Sigma-21 system, including planetary areas of Planet Saigon. The Kusari Empire pledges to grant to the Corsair Empire and its people the following:
4.1 - A grant to build, expand and inhabit a space station habitat within Kusari controlled space. This station, while under the influence of Kusari state laws, will internally enjoy the highest degree of autonomy and self-governance by Corsair administration. This space station shall be deployed in a location agreed upon by both parties, and may not impede travel or access to other installations or areas.
4.2 - The creation of a large land Reserve on Planet Saigon, which will be administered autonomously by the Corsair Empire, and for the favored use by Corsair people. Access and regulations related to the demarcation and relation between the Reserve and the Kusari administered territories shall be defined on future negotiations and treaties.
4.3 - The creation of an orbital platform, in form of a docking ring or spaceport, to be owned by the Corsairs for direct travel between space vessels and travelers, and the planetary holdings. Both Empires foresee the construction of said medium only when peace in the region is achieved, and that Corsairs will employ the use of Kusari controlled landing infrastructures until such time comes.
5 - Provisions in term 4 might be partially suspended in consideration to stability and development of the system and region, and may be resumed only after acceptance by both parties.
6- This treaty will become void if:
6.1 - Unilateral denunciation the treaty, whether due to violations by the other party, or by own renunciation of the commitments to the treaty
6.2 - Kusari renounces it's claims on Sigma-21, or abandons all efforts of colonization on the system
What say you? Is this the good deal, or the best deal? Let me know how many lines should I leave for your representatives to sign.
While these terms do look favorable, and likely to be accepted, I would like to highlight a key issue.
This would be article 3.1. This is non-enforceable, due to the GMG not being part of our truce. As such, we are willing to offer a gentleman's offer that we will not incite any conflict with GMG in the area, nor will we engage them first. Beyond that, it will rely on the GMG to prevent an incident.
If the above is agreeable to you, the Custodi will accept the terms you have laid out, and immediately begin working to solidify our relationship. I do look forward to your answer.
