I am glad to see that you seem interested of my offer, but before there, I will start with a small explanatory note.
As you know, Premier, sometime ago, Tau 44 was our only home but with the Gallic invasion, we lost it. While we regroup in Coronado, gathering all the Crayterian Refugees and Personnel and reinforcing the new government, we never forgot about our Tau Home and we planned and waited for the right time.
Alas, that time came and after fierce battles, we managed to take back Tau 44 and secure a foothold in the Tau region once more.
And now, about the offer. In Tau 44 there is a planet, Borneo, a planet which we colonized in the past and now we are focusing again.
As our home is now on Yuma and Coronado we have some space which can be shared.
So this is what I propose, that Coalition can build a few settlements on Borneo, where their Citizens can live among our own citizens and our allies, of course bound by the Crayterian Laws. Also offer for your Military and Civilian Fleet a safe space in Tau where they can refuel, repair or trade as we intend to make out of Tau 44 a commerce hub.
In return, the Republic would like access to several sites that are under your domain, such as planet Jiangxi and planet Braille. The Republic found a new interest in ecosystems and their studies and our University and 53rd wishes to make some studies of the flora and fauna on those planets.
Of course, terms must be discussed further on if you agree with this.

I can see the benefits in such an arrangement. In a sector dominated by the mass polities of the Houses, it's important to secure independence with interests. Tau-44 is quite the strategic position against the Gallic Tyrant. Quite the interest, then.
I understand this Planet Borneo of yours is quite the project. Same goes for Jiangxi, here in New Moscow. Both have their scars to show, I'm sure. As for Braillia, well, that's an absolute mess. It may look better from orbit, but the Reapers didn't exactly do a good job of keeping it in shape.
I see no issue with the Crayter Republic dispatching a science expedition to Jiangxi, so long as you understand the risks. The conditions and wildlife are not to be trifled with. The Cayman system is still a bit of a warzone between us and the Corsairs, though, so I have my reservations there.
Tell me of the particulars you have in mind for this plan.

Here are the small things that we need to discuss.
First, all of your Citizens will be regarded as Legal Residents while they are in Crayterian Space, bound by Crayterian Laws and allied system. They will have full access to the Nation Health and Social Services, Learning Program and University Entrance, Employment Assistance and Minimum Wage Allowance, Distribution of Goods and Voting.
If any of your Citizens which receives Residency papers wishes to follow the Yuma University or Aithne Research Academy they are free to do so, but in the event that a discovery would be made while he or she are members of the University, that discovery will be shared commonly between the Crayter Republic and Coalition.
Any Coalition economical endeavors will be subject to the same taxation system as any Crayter production. We use that system to maintain the social platforms and programs we have put in place.
Any Coalition settlement will have a degree of autonomy, as long as it can allow full transparency to the local government representative.
The Settlement security will be composed of mixed Crayterian AIT or Crayterian Police and Coalition personnel.
The Tau 44 will be under Crayter Republic Law system and controlled by Crayter Military Fleet, however, as I said, I am ready to welcome any Coalition vessel that seeks to enter for repair or short stays. In this case, the Coalition would be needed to provide a list of ships or if forced to enter the system, any Coalition ship must report to Minato Traffic Control or the Military Traffic Control on Gemini Colony, Borneo . However, if agreed by the Fleet Admiral, maybe the Coalition can place a few warships in the system. Also, I think I must not inform you about the mutual defense of the system in case we came under attack.

State Duma has been discussing your proposal, among others, for some time now, hence the delay.
We understand the Crayter socioeconomic model follows more... moderate tones than might be seen in the Coalition. The Duma has requested a further brief on this, from your point of view, before considering volunteers for a settlement on Borneo.

I understand you've got the interests of your sovereignty in mind, Governor, but it won't matter if you lose the system again. Regulations for military traffic, frankly, mean nothing when Gallia is a consideration. That is a point I will contest myself, if Coalition citizens are to become involved in Tau-44 at large. If our Capital Craft need to stage or defend, I can assure you that it will happen.
