Good catch, I have to admit. Omicron Kappa is not a star system claimed to be part of The Order Protectorate by any means and by thus it is rarely patrolled in full detail. At this point we cannot precisely confirm its legal status with the Zoner Confederation but I have no reason to believe that those Zoners in charge would risk a full blown conflict with The Order just now.

I have some speculation by which you could go by. Hispanic Omicrons and southern reaches of The Order Protectorate are as of recently frequented by group of Zoners - more advanced than the usual sort - who maintain sizeable knowledge and skill pertaining Artificial Intelligence Core’s of the Kappa. They are known as CANAAN PROJECT and Wedjat believes that Kappa is in fact their homeworld of choice. Canaanites currently maintain neutral relations with The Order. This particular group has not made any moves towards either establishing collaboration with The Order, or provoking us into the hostilities. Current fleet orders are to treat them as any other civilian entity in Omicrons.

The Order will contact the Confederation and owners of the base to confirm their intentions, as well to send one of our ships for reconnaissance of the vicinity.
