With the dissolution of the Confederation of Freeports, there has been a vacuum in the borderworlds of Sirius. Freeports are no longer united under a single collective, and the laws that once governed the stations as a whole have slowly fallen away, untended and unenforced.
Such a reality does not work for me. While I can not and will not speak for the rest of the freeports, I will speak for my own. From this moment onward, the following laws of Freeport 10 are in effect.
1. The No-Fire Zone (NFZ) covers a 10 kilometer sphere around Freeport 10.
2. The No-Fire-Zone is an area in which no offensive actions against any vessel is allowed. This includes attempts at piracy/taxation, the use of weapons (Guns, missiles, mines, cruise disruptors), intentional ramming and the malicious redirection of weapons fire. Acts of piracy within the No-Fire-Zone are also prohibited. (Exception Zoner security assets.)
A) Combat or attempts to induce others to combat of any kind within the NFZ is prohibited as it endangers the station.
B) Vessels fulfilling a bounty posted by myself or other Freeport 10 administration staff are classed as Zoner Security assets (ZSA) for the duration of their combat with the bountied party. Engaging of vessels other than the bountied party, other than in self defense or in direct pursuit of the bountied party will result in the immediate revocation of this privilege for the duration of combat and the vessel will be treated as a normal vessel subject to all penalties associated with breaking the No-Fore-Zone.
3. Use of Freeport 10 to base off of for attacks against any group is prohibited.
A) Ships that specifically target Nomads and their followers are exempt.
4. No capital class vessels shall remain within the NFZ of Freeport 10 unless the vessel in question is granted temporary permission by on-duty Freeport 10 administration staff.
A) All non-hostile capital class vessels have a five minute period in which they may enter and leave the NFZ for emergency refueling. Any vessels found to be taking advantage of this allowance will be summarily barred from Freeport 10.
B) Zoner capital class vessels may linger with the NFZ for thirty minutes to ensure complete refueling and resupply. After this time, they are no longer exempt from the standard capital ship restrictions.
C) Capital class vessels include Destroyer, Cruiser, Battlecruiser, Carrier, Battleship and Dreadnought class vessels. The Corvo class civilian explorer is exempt from Article 4.
5. A ship that runs to the Freeport under fire and docks is as guilty as the pursuer for bringing the fight to the base. The person chased will be fined or in extreme circumstances denied docking rights based on the severity of the offence and the vessels used in the altercation as well as the pursuer. Pursuing a ship into the NFZ for the purpose of combat or bounty collection is prohibited, unless otherwise noted below.
A) Any zoner vessel that initiates hostilities and then attempts to run to the NFZ for cover shall be held in contempt and will be treated as any other pilot.
B) Zoner vessels that enter combat not of their own accord shall not bring said conflict towards a Zoner station, and if attempts are made to enter the NFZ while in combat will not be exempt.
C) Zoner Security Asset vessels are exempt from restrictions of firing within the NFZ, and are the only forces currently permitted to utilize force to safeguard the Freeport and its inhabitants.
6. Those deemed criminals or hostile towards Freeport 10 will be denied docking access.
A) Civilian ships that are in distress not caused by their own actions against the Freeport or it's Security forces will be offered temporary respite.
B) Any ship that has wounded aboard, regardless of nationality and affiliation will be extended emergency medical support and safe passage through the NFZ and system.
[indent]B.a) The only exception is if those aboard sustained their injuries through action in which they placed the freeport in danger, or if it was caused in defense of the freeport.
8. Those judged to be in violation of the law are subject to penalties that include, but are not limited to: fines, bounties, and in extreme cases destruction of the vessel and denial of docking rights.
Section Two - Restricted Space and Installations
1. No base or other installation may be built within 15k of Freeport 10 without my express condition.
A) Pre-approved installations are the exception to this rule
2. All approved installations within the NFZ are required to have open docking access for all Freeport 10 administration vessels.
