Honorable Naval Forces.
My name is Seike Nobu and I would like to present a troubling situation for Hogosha that happened yesterday (that is, June 30th 825). We had been attacked by Freelance motley around Shikoku Jump Gate in Kepler without any warning - namely Haribo and Captain_Freek - during routinal scan of their cargo due to certain suspicions. I would not report such a thing, if it did not continue to Shikoku.
While we succeded to down one of the violators in Shikoku, the other sought refugee at Deshima. I think that Bounty Hunters Guild would need to answer why they allowed such a person to their station in the first place.
Due to rapid and unexpected assault, we had no time to do any shots that could be evidence for us to push these two into Criminal Registry report. However, captain of IKN-Niyodo can confirm that they were involved into assault, as he arrived to the scene mid-attack.
Involvement of LSF also raises a several questions, since their cruiser was in hot pursuit after two Freelancers and did not shy away to enter Kusari Space. It means that Haribo and Captain_Freek must pose a serious threat, since LSF would not violate Kusari Law Codex - Articles 5-1 and 5-3 - and risk possible political outlash for petty reasons.
We were not aware if Hogosha is a proper body to give verbal allowance to enter Kusari Space, according to Article 5-3, and we gave none to avoid civil action. However, it is likely that, due to circumstances, such a retroactive exempt was applied by IKN-Niyodo afterwards and entire situation was resolved in a diplomatic way.
