Back in 343 times Hitomi Sato was de jure ruler in charge of military and ad hoc diplomacy. However, Reformed Kusari Empire - like someone pointed out - is a hybrid government. Which is likely a constitutional monarchy like Bretonia - unlike Kogen's fusion of absolute monarchy and partial corporationism.
By the time RKE was created - and it likely follows the Republican treaties out of pure caution - Gallia had no reason to create yet another front since Imperial Navy had withdrawn from active combat against GRN in Taus around 823-824 A.S. While GRN could make a quick police action - there's no reason to do that as long as RKE doesn't really harass Gallic commerce through Kusari.
Let's say GRN also doesn't need their formal enemies from Kusari to actively target them through constant guerilla warfare.

Being a hybrid government that would mean that let's say part would be in favor of the Gallic Crown and the other part in favor against the Crown.
If I was the King, I wouldn't be happy with the neighboring House not being on my side or even partially, knowing that next year the other part might grow bigger than the one that is in my favor and fuck up my plans on conquering - potential back-stab. I would make sure that Kusari is on my side.
As for the RKE, I guess the best thing for them would be peace or neutrality. So I guess that the whole situation is in King's hands, hm?

Yes, I would say so. Both sides will be wary of each other, but kusari is not in the mood to improve or deteriorate relations with gallia by seeking others. Gallia can either keep watch and prepare for the worst, or do some self fulfilling omen and precipitate hostility by preempt the whole affair. Which would be bad for both sides?

The fact someone may backstab you doesn't mean it would happen 100%. I think Gallia is cautionous and prefers to take 50% chances that new RKE may backstab them, instead of turning entire Kusari against them in a forced armstice between all Kusari lawfuls and unlawfuls in order to drive GRN away.
KNF getting ruined in Taus and coup happening to achieve peace is one thing - the wholly different thing is when your very home is under siege and threatened by the invasion force.

It's just I doubt Gallia would like to give Kusari any reason to invite Liberty Navy and put combat from Cortez/Magellan/California into Taus and Northern Kusari. Enemy of my enemy and so on.
Plus, I don't think Gallia is stupid to do that. Sure, police action, but that would force Hogosha, Dragons, GC, Alliance and whatsnot to cease their hostilities and drive away invaders. You know, mentality of "they may be thugs but at least they are our own thugs".

I guess Kusari and Galia will remain neutral to each other until developers see what will Kusari-Rheinland war bring in to game ,and then it will be decided what to do next . And then we will also get matching story to explain it all.
