Admins can tell if a ship is cloaked. If the ship hasn't said anything and is cloaked there would be no grounds for the transport to get sanctioned in your example.

The detection range is 3k, if I remember correctly, that's more than enough to keep undetected. Just because you picked the wrong scanner for your playstyle, doesn't mean we have to adjust to it. That's just balance. Get a better loadout. Stop getting close to people.
As for hearing it when docked, you don't. Your ship is apparently 'placed' in the middle of the system when you're docked, I remember this because a few years ago RHA had a seizure because they saw TBH docking messages in Omega 5 while docked on the RHA base and thought they were docking on it, when it was just Cadiz near the center.
There's nothing wrong with cloaks.
Yes its true you can sacrifice long range for better scanning range and get in undetected. Personally I'd consider that intel legit as well, even without the alarm, since they take their chances with lower overall range.
But I know for sure up to the last year or so you could still hear the cloak sound of a ship nearby to the base you were on when cloaked. Perhaps it was just not hearable with POB's?

I'm not opposed to that but if its at 3 k for sure then its not too bad. If anything, if you can get to within that range and still get useful intel, it would seem more justified that they had a fair chance to notice a potential mole.

Following senario
Transport: Going along a set route to destination
Cloaked Ship: Knowingly follows the transport
Transport: Suddenly has to go do something RL quick and logs off
Cloaked Ship: Moves into range and offers up some sort of introductionary rp during this log time and then proceeds to engage the transport
Transport logs out
Cloaked ship thinks about it and logs a report on forums
Transport never logs a log out of combat since he didn't know was followed by cloaked ship
Admins check and decide transport was in error
Transport comes back from RL and all his transported ***** is gone
Again, it was not always like this, but there was a time when if you launched into the multiplayer environment, you took your own chances of losing out if you stop paying attention. Even if you have really good reasons, you have to admit that the other players aren't the ones that should have to deal. If you need to run, you let your ship die, you sort of have to accept that. Otherwise, when you launch, and you are not having RL problems and can pay attention to your flying, the onus is on you to keep yourself out of trouble. But, a good pirate, will not just blow away a trader who fails to respond immediately. I would wait quite a while sometimes if it seemed a player was AFK. Bottom line though, if you can't come back and things go south, that's on that player.
You can easily undock, set off to a jumphole 50k out, tab out and minutes later a totally uncloaked ship can come along and run into the same problem. Cloaks aren't the problem here. The best part of Sirius is that when you launch, you never know what's going to happen. You can launch when there are 8 people online at 4am on a wednesday and still wind up in a battle that goes off map, off plane, in an obscure system in the middle of nowhere.
And escaping from combat with a cloak is not an abuse, its a skill! Sometimes you can, sometimes you can't. I don't even see ambush as an abuse, as long as there was sufficient roleplay that is in accordance with the rules. You just need to pay attention or stick close to safety if you're unsure about letting your guard down.
