Though, I guess that's why it's a propaganda poster: Tell your recruits they're doing something good while you send them off to do something bad.
When BHG| abdicated from officialdom because we couldn't keep it (and even less so BHG|Core which had been riding on the activity of the former to survive), we thought the best step for both the factions moving forward would be if they split (beforehand BHG|Core basically defined all of BHG's diplomacy which lead to some crappy situations that never sat well with me). It's also because rule wise we wouldn't be able to have two IDs under one tag again. So Core would/did split from BHG and became its own thing: an independent paramilitary with the same objectives as before, but more of a focus on the conquest and empire building aspects that were previously underplayed.
To answer your question more directly: this would simply be propaganda as The Core doesn't really care about the Nomad 'threat'. They see the Nomads as more of a resource to be exploited for profit and power, which can in turn fuel their conquest of the Edge Worlds. I'd not say Core has existed solely to defeat the Order, although fighting them is a part of their overall objectives.
I think for a poster they all have too much text, try to do something similar to Anton's I would suggest, but generally they've been getting better in my eyes
