I'll go for "remove this weapon" option if there is one. Hitscan weapons bad for game health, remember back then Devs added battleship beam razor with increased projectile speed it wasnt fast as corona but still they had to revert the change.
Im sure there is other ways to make bombers useful against CR/BC
600-800 meters will be very enough, cos this weapon dont so depend from crosshair aim mechanics, and so there it is fair range, without decreasing by cap lenght.

This isn't entirely true, have you used it? It may not be a weapon aimed via crosshair, but the crosshair appearing/disappearing acts as a range indicator to an extent. It's going to suck being 600 meters from a target's bow or stern when there are 200 to 600 meters between the actual impact surface and the center of mass.
It should be noted that it'd be infinitely easier to fiddle with the damage output on the fly than the range. Like, I can change the damage output without restarting the server. I can't change the range without deploying a patch.

What, precisely, do we imagine the proper balance of caps vs bombers to be? It certainly doesn't seem like the guy in the cap ought have the advantage, especially not against multiple other guys.

Well, tbh, if balance was proper it should come down to the skill of the pilots involved. If a bomber pilot is good, he'll keep distance, avoid the capship's fire, and wear him down over time with heavy weapons. If the cap pilot is good, he'll avoid the snacs and use flaks to take down or deter the bomber.
I dont like rock paper scissors balance, so there should be no clear cut advantage either way.
