Guten Tag, Sehr geehrter Vorsitzender Stuhl.
I am still waiting for the requested information to be able to decide about fines and subsequently finish the registration procedure. Thus inform me as soon as possible, bitte, if there was permission of one of the official law-enforcement authorities before construction began or not, and if yes, submit the copy of the approval to me. Also, I would like to ask when exactly you started with the construction of the weapon platform, if it was before you received the threatening message or after, and if you plan to construct any more weapon platforms in near future.
Apart from that, I want to let you know that there seems to be some problem with the IFF transmitter of the station, it does not show its affiliation to Kruger Mineralien.
To: Laura Carsten, polizeidirektorin of the Rheinland Federal Polizei. From: Heinrich Stuhl Subject: Salvage Depot
No permission was asked, to build weapon plataforms many materials are needed, and even for Kruger that demanded very quick mobilization. And in the mess that the threat brought to Kruger administration, personal relations been relied upon, the possible costs in fines weighted against the possible losses, and the construction started without permission even knowing that would bring consequences.
Kruger plan to build 3 more weapon plataforms in next weeks, according to hauling capacity availability.
The IFF dispositive will be checked upon, but was working normally ive been informed, checking again wont hurt i guess.
You see, we expected the regular pirate opposition, but being away of the Hessians "area of operations", usually other Rheinland criminal groups prefer targetting foreigners or Rheilanders that arent that much... how can i say that... "loyal" to our Vaterland so, we deemed our defenses and security wings sufficient.
As we even supplied Harmony long ago, even knowing something about their relations and "not so legal" partnerships, we live in a dangerous universe, and even Kruger sometimes need adhere to the motto "the enemy of my enemy is my friend", we assumed they would be what one would expect from a group that seceded from its navy claiming about their superiors to be infected or dont know which other excuses. We expected them to act as law enforcement.
Instead, they contacted our base manager as pirates; claiming a inexistant registration fee in a space that they dont control, saying we had 24hours to bend to their threats and pay a ransom, else they would attack our base and kill everyone inside.
Retreating when realized that at least some in Rheinland would step up to bring them to justice if they attacked, dont change what they done.
The fact our government seems to ignore such actions completelly, dismissing such as a "mistake" is really concerning. Make seem like if wasnt a Kruger asset, but some less influent Rheinlander on same circunstances, he could even lose his base to those criminals and nothing would happen.
Mit freundlichen grüßen,
Vorsitzender, Heinrich Stuhl

Guten Tag, Sehr geehrter Vorsitzender Stuhl.
I think it will be best if we will continue communication regarding legalization and registration procedure in the channel designated for this purpose, so message boxes of members of the Rheinland law-enforcement will not be spammed with it any more.
However, after reading remarks regarding the Separatists acting as supposed pirates due to fee demand instead of the expected role of law enforcement, I have to make a short comment with the further explanation which should bring quite a different point of view. Because it seems that the law-enforcement was actually the intention behind the message in question. I am not sure if you are aware of it, but you constructed your modular base in the area which is subject to both Rheinland and Liberty laws. It is defined by the peace treaty as "shared zone" and law enforcement from both houses can patrol and enforce their laws there. This, by the way, means that you should arrange paperwork regarding the permission or registration of base in both houses. Anyway, the representative of the Separatists claimed that the fee they demanded is actually standard fee which is determined by the Liberty laws for modular bases which they were enforcing, thinking that the base is under Liberty jurisdiction, which it actually is. And they present themselves and try to act as actual true Liberty law-enforcement in exile as far as I am informed. Of course, that does not make their action legal, because they are not recognized as official Liberty law-enforcement by the Bundesrepublik, so punishment must be given for their action, however it puts their fee demand in a quite different perspective than just a simple case of piracy.
Also, I do not think that the base ownership or representation actually took any major role as you indicate. Seems you forgot that I told you before that representative of the Separatists contacted Bundespolizei on his own and asked regarding the base to identify to whom it belongs before any aggressive measure would be taken. Precisely, they directly asked for our permission to deconstruct the base so we can assume that they would not harm the base without us or the government approving it, regardless of to whom it belongs. Again, it does not exempt them from punishment, but I guess you know that real pirates and extortionists do not ask Bundespolizei for permission to act. As a last note, I also want to mention that language skills of the base owner also could not play a major role considering that situation was cleared and the threat averted through communication between me and the representative of the Separatists.
