To whom it may concern,
We've stationed a few assets in the Texas - Bering systems to prepare for future endeavors, and after reviewing Liberty legislature, we noticed that Bering is currently embargoed for cargo other than passengers.
In order to provide ample humanitarian aid and build a presence in the area to include building rapport, we will need the ability to ship the following goods:
Food Rations, Water, Oxygen, Consumer Goods, Med-stasis Bands, Fertilizers. RoboCultivars, and alcoholic beverages.
While the station itself has maintained a state of moderate upkeep, the sustainability of the station has not. There is little to no agricultural production on a station with three full-size bio-domes, and we would like to station a group of specialist personnel to allow civilian relief through simple agricultural production, food supplies, and medical service that the station facilities can provide. We ultimately would like to boost morale in the area, which would make civilian populous more compliant to inevitable changes in the future.
The risk in this, should the LSF also agree to their own participation as previously discussed with Agent Ferocity, the non-civilian populations would almost certainly gain an equivalent morale boost, and perhaps benefit directly. We believe that this is still beneficial for the end-game, as the more influence we hold in the area, the sooner we may finish our objective.
This agreement would only permit shipments from Ingenuus Research Group to the civilian populous aboard Freeport 2, with a portion of profits going to the LSF to fund operations in the area. Should the LSF find this favorable we ask you inform the Liberty Government of this proposal, and we would begin shipments immediately upon approval. It would also be imperative that the exception only be made known to the Liberty law enforcement agencies, as public notice would put our objectives at risk. I appreciate your time, and thank you for your consideration.

James Erzie, PhD of the Ingenuus Research Group:
Senior Agent Veritas, reporting. I represent field command for LSF SOUTHCOM, which maintains strategic operations over the Bering and Texas systems, amongst others.
Your request is intriguing to the Security Force, although not without complications. Many of the LSF, myself partially included, will take issue with supplying the Bering "Freeport" after it was commandeered nearly a year prior, and continues to this day to play host to many more unsavory efforts than these Zoner installations typically manage. There is perhaps some wisdom in allowing the installation to wither and rot, thus permitting a more direct action to seize the installation and re-assert Libertonian sovereignty in the border system. We also placed our trust in the Confederation of Freeports to settle the issue in the past, but it seems they have done little more than collapse under the responsibility.
All this being said, it would be a boon to the stability of the region if a trusted third party was able to handle the matter, rather than forcing our hand directly. This is why we placed responsibility in the hands of the CoF, and why I am prepared to do the same for your organization. In return, I simply ask for your cooperation in handling this situation, including releasing any information your organization comes into contact with, should you be cleared to supply the Freeport. This would include, but not be limited to, any information regarding the movements and operations of Battlegroup Harmony and the Unioner movement. I understand the typical Zoner attitudes of neutrality and what-not, but I hope you understand the complications of this situation, and the implications for the Freeport and system of Bering in the long-term should those groups continue to remain entrenched.
As per your request, a message is already in the pipeline to the Government, and trusted senior agents in TacOps and DHS SOUTHCOM have been informed of the preliminary deal. Understand, of course, that until the Commerce Department clears this action, moving supplies into Bering will still be considered an illegal action under the embargo, and my agents will still stop and impound any vessel found in violation. I will update you if this changes, and otherwise look forward to our potential partnership in this matter.
In service to the Republic.

Senior Agent Veritas,
The Confederacy of Freeports didn't truly fall under its own accord, as internal issues around the CoF sundered the already cracking system. The system was granting power to representatives far above what we, as the heads of each partition desired. Individuals with no true insight to the interests and dealings of the Zoner groups involved were making decisions that would impact the groups so negatively for the sake of quieting a barking dog. That being said, we have decided to dissolve the overseeing portions of the CoF and let each administrator and group see to the diplomacy of their own stations. This has been preventing escalations of minor issues, as well as eliminating a lot of paperwork for us in the long haul, leaving us a lot more free to focus matters onto issues that matters.
Know that, on behalf of IRG as a whole, we understand the laws set in place until the proposal is processed, and we will be patient. Your aforementioned emphasis of trust is particularly interesting, as typically we don't choose sides when we can avoid it. I realize that when it comes to military movements, it's imperative to preserve resources, and we would have no issue granting access to what information we intercept. We only ask that the LSF be selective in their strikes, so our own information gathering does not put us at risk; People find it odd and alarming when their opponent knows exactly when and where they'll be somewhere. As for building trust, in the meantime, if the LSF has tasks they would like us to do in preparation or any acts of good will that would further improve the trust between our groups, we'd be happy to do so in a limited capacity.
I hope we do not disappoint.

Senior Agent Veritas and other concerned agents,
While I'm aware that there has been no decision made at this time, some activities in Bering should be brought to your attention. Jerard Voncloud has resurfaced at Freeport 2, and after a long conversation full of angst and uncomfortable hatred, it has become clear that he holds intentions of establishing a presence in Bering. It is imperative that this does not happen. Voncloud is responsible for the forced dissolve of the Confederation of Freeports due to his inability to handle situations of varying complexity as well as his imperialist approach to authority, pushing each head into the dirt as his say was 'scripture'. He declared IRG incapable, and moved to change administration on our stations, essentially undermining everything IRG had accomplished in the months prior. We must take extreme caution to avoid allowing him any room to operate.
[29.09.2018 17:28:32] Voncloud: So Itherael, what brings you this far into home space?
[29.09.2018 17:28:55] IRG|Itherael: V: The same question could be asked of you.
[29.09.2018 17:29:10] IRG|Itherael: V: We're here for humanitarian aid.
[29.09.2018 17:29:13] GG-E-Shadow: And I believe our answers would be the same.
[29.09.2018 17:29:15] Voncloud: Well, after i dissolved the Confederation, I heard about the Zoner Militia
[29.09.2018 17:29:23] GG-E-Shadow: Aid to whom?
[29.09.2018 17:29:24] Voncloud: I didnt want them to muddy the Zoner name
[29.09.2018 17:29:34] Voncloud: So I came here to ensure that their actions didn't reflect badly on us.
[29.09.2018 17:30:24] Voncloud: It does seem however, that they have already given up playing soldier.
[29.09.2018 17:30:24] IRG|Itherael: V: Everyone knows the separation of the two, and I'm surprised a fool such as yourself even cares enough.
[29.09.2018 17:30:55] Voncloud: Whether you believe it or not, i care about our people and our way of life
[29.09.2018 17:31:13] Voncloud: If Delta proved anything, people are ready to tar us with the same brush for the mistakes of the misguided.
[29.09.2018 17:31:24] John.Silverstone: Woah. It is loud here.
[29.09.2018 17:31:35] Voncloud: I don't need to bring up the Zoner Alliance now, do i
[29.09.2018 17:31:39] IRG|Itherael: V: Yet you've done little to preserve it, dismantling a system in mere months.
[29.09.2018 17:32:09] Voncloud: The Confederation had become something we strived to get away from
[29.09.2018 17:32:17] IRG|Itherael: V: Because of you.
[29.09.2018 17:32:23] Voncloud: Perhaps
[29.09.2018 17:32:31] John.Silverstone: Umm. Hey, Elly.
[29.09.2018 17:32:40] IRG|Itherael: V: You were trying to play emperor with everything the Zoners weren't.
[29.09.2018 17:32:53] L\-Eliza.Valdez: Hello, John.
[29.09.2018 17:32:59] IRG|Itherael: V: You had no connection to the boards of each organization or any regard to how each acted independently.
[29.09.2018 17:33:14] GG-E-Shadow: What brings you here, Maltese?

[29.09.2018 17:33:49] John.Silverstone: Oh, but you are.
[29.09.2018 17:33:52] Voncloud: All i tried to do was ensure no more Zoner lives were lost in the Omicrons.
[29.09.2018 17:33:58] John.Silverstone: That's not nice, Elly.
[29.09.2018 17:34:07] L\-Eliza.Valdez: I got interested in the Unioners after a certain meeting with them, hence me being here, Gaian.
[29.09.2018 17:34:19] L\-Eliza.Valdez: But instead I see Gaians.
[29.09.2018 17:34:27] Voncloud: Everything that occurred all ended up on the Confederations lap, regardless of what was happening
[29.09.2018 17:34:41] Voncloud: Issues between Sairs and IRG, they came to the Confederation
[29.09.2018 17:34:42] GG-E-Shadow: Interested in what way, may I ask?
[29.09.2018 17:34:44] IRG|Itherael: V: I wouldn't trust you with my pets, much less the lives of civilians and Zoners alike.
[29.09.2018 17:34:49] GG-E-Shadow: We're interested in the Unioners as well.
[29.09.2018 17:34:53] Voncloud: Captain Dross and the Arcadia, ended up being as Confederation problem
[29.09.2018 17:35:07] L\-Eliza.Valdez: It's not in your business to know why I'm interested in them, Gaian.
[29.09.2018 17:35:21] John.Silverstone: Richard, huh.
[29.09.2018 17:35:27] John.Silverstone: All the familiar faces.
[29.09.2018 17:35:33] GG-W-Chapman: Do I know you?
[29.09.2018 17:35:35] IRG|Itherael: V: Those 'issues' didn't fall on you, you took them on as the 'savior' you wished you were.
[29.09.2018 17:35:37] John.Silverstone: All the familiar faces I'd rather not see.
[29.09.2018 17:35:42] GG-W-Chapman: Oh, you were Sanada's stalker, right?
[29.09.2018 17:35:49] GG-E-Shadow: I expected that. I understand.

[29.09.2018 17:36:00] Voncloud: Your entitled to your opinions and feelings Captain, but I didn't see anyone from IRG stand up to take Finns place
[29.09.2018 17:36:23] IRG|Itherael: V: No one? I guess Doctor James Erzie is no one.
[29.09.2018 17:36:38] Voncloud: I mean in running the Confederation.
[29.09.2018 17:37:18] IRG|Itherael: V: That's because IRG didn't run the Confederation. Nobody should. That makes you the emperor, not the representative you should be.
[29.09.2018 17:37:21] GG-E-Shadow: I salute you, gentlemen. Ladies.

[29.09.2018 17:38:33] Voncloud: But dont accuse me of not caring
[29.09.2018 17:38:41] GG-W-Chapman: You two are really going at it.
[29.09.2018 17:39:15] IRG|Itherael: V: I remain under that impression. You dissolved the Confederation, then disappeared like the coward you are.
[29.09.2018 17:39:41] IRG|Itherael: V: You call them mistakes yet make no effort to make amends.
[29.09.2018 17:39:54] Voncloud: And what would you have me do exactly
[29.09.2018 17:40:35] IRG|Itherael: V: Go to those you've inherently damaged and recover what was lost.
[29.09.2018 17:40:49] Voncloud: And who have I damaged?
[29.09.2018 17:41:36] IRG|Itherael: V: IRG, OSI, TAZ. You subverted administrators, and even undermined IRG as a whole to try and stop inevitable conflict.
[29.09.2018 17:41:42] GG-W-Chapman: I think I should go get a drink at the Freeport. Things are getting awfully tedious.
[29.09.2018 17:41:51] GG-W-Chapman: Don't really feel like seeing two Zoners bickering.
[29.09.2018 17:41:53] Voncloud: Is it wrong to try and stop conflict?!
[29.09.2018 17:42:07] L\-Eliza.Valdez: They've been through a lot, with plenty of stake and responsibility on their backs.
[29.09.2018 17:42:20] L\-Eliza.Valdez: Shame they crumbled under the pressure and Delta eventually returned to the status quo.
[29.09.2018 17:42:22] GG-W-Chapman: Have a lovely evening, folks.
[29.09.2018 17:42:22] IRG|Itherael: V: No, but trying to destroy a business to do it...

[29.09.2018 17:43:24] Voncloud: I'm at a loss, you have painted me as this terrible dictator, I'm not going to argue with you, if that's how it is.
[29.09.2018 17:43:26] Voncloud: That's how it is.
[29.09.2018 17:43:36] Voncloud: I did what i had to to try and save lives, and you know what, id do it again.
[29.09.2018 17:43:41] Voncloud: If you cant accept that, then so be it.
[29.09.2018 17:44:33] 2018-09-29 17:44:33 SMT Traffic control alert: John.Silverstone has requested to dock

[29.09.2018 17:44:51] IRG|Itherael: V: The path to hell is painted in good intentions.
[29.09.2018 17:47:04] Voncloud: There's nothing more to be said, but I wont be "hiding" as you put it.
[29.09.2018 17:47:53] IRG|Itherael: V: Fair enough. At least act like you care and bring something capable of helping. You can't do much in an Eagle.
[29.09.2018 17:48:33] Voncloud: There's more to aid than a big ship with lots of gun.
[29.09.2018 17:49:12] Voncloud: At the time i came here, there was quite the big hoohah about Zoner Capitals being around.
[29.09.2018 17:49:36] Voncloud: I trust your aware of the saying "don't rock the boat."
[29.09.2018 17:49:47] IRG|Itherael: V: Like I said, something that can help. This vessel has dedicated agricultural distributions in support of the Freeport.
[29.09.2018 17:50:20] IRG|Itherael: V: Don't be snide and only recognize only part of the capabilities of the Nephilim-class.
[29.09.2018 17:50:40] Voncloud: Hard to remember when all I saw was its combat use
[29.09.2018 17:51:25] IRG|Itherael: V: That's because we defend our assets, and thus when Corsairs bring war, we'll hold our defenses.
He has acknowledged his actions as mistakes, saying the dissolve was necessary because it "had become something we strived to get away from." Someone with gross incompetence like this should definitely be considered dangerous in our campaign. I left the side conversation in there as bonus intel for your potential adversaries.
I hope you find this information helpful.

You'll forgive me for not being particularly inclined or initiated in the workings of different Zoner factions and ideologies; I am purely interested in whichever organization can provide the best stability and cooperation for these Freeport installations on our borders. I dealt with Representative Wingspan nearly a year ago, and I was willing to work with his people because they were the rightful administrators and seemed to be interested in handling the situation. Now that they're seemingly out of the picture, your organization seems to be the closest thing to a successor. If this Voncloud individual is as unstable and incapable as you claim, then I'm sure you won't have particular difficulties keeping the population of the Freeport pointed in your direction, rather than his.
As for your request to the Republic of Liberty, it appears it's still caught in bureaucracy and red tape. If it stalls for much longer, or we receive a response in the negative, there may be a need to pursue legal alternatives to complete your objectives.
In service to the Republic.
