Administration and other concerned parties,
I've gotten mixed messages from Bretonian sources and Zoner sources each on the nature of what is to come of Planet Gran Canaria, and I think it's best to let my own intentions be clear as well as the intentions of the organization I act as chairman for; Ingenuus. We have a small operations point on Gran Canaria that serves as a research facility as well as a small port of economic production. It is scarcely inhabited, but we'd like our claim to remain sovereign as much as any other Zoner. We've learned functioning within the fringes of Liberty and in its heart that some actions are unavoidable, and we understand what must be done.
Let it be known we do not appreciate being run over when it comes to our sovereignty, but Ingenuus does not have a large enough claim that would be inadvertently affected by your presence in the system. We also acknowledge that the Confederation's dissolve puts the Bretonian Government in a hard position as agreements previously instated are usually void when the parties which agree on it no longer exist.
However, while Ingenuus finalizes our own regulations to exercise in our realm, we see it only logical that such agreements be flexible. In short, we seek to maintain relations with the Crown at all costs, and should Bretonia seize Gran Canaria, we only ask that you respect the sovereignty of the residents of both Port Jackson, and Ingenuus' research complex. Should the Zoner community forfeit their right to Port Jackson, that is on them. We're familiar with functioning in and out of the Houses, and we will do what is necessary to remain within mutually beneficial statuses of our peoples. It is imperative that the Zoner community does not know of our support of the House of Bretonia in this time as feuds between Zoners will only waste more of both of our resources.

I believe you have been misinformed sir, the Intelligence Service has little interest in what goes on within the borders of Gran Canaria and any business pertaining to that region of space is the Governments responsibility, although we thank you for taking the time to send us a letter of concern.

While I do enjoy a good game every so often, I hardly have the patience for one. Anyone with decent diplomatic sense knows that you can control the dealer with enough cards up your sleeve. You're responsible for information, and that information formulates the decisions that the Government deals. To put it plainly, you don't convince me for a second that you have no business or interests with Gran Canaria.
I don't want this to be any more painful than it needs to be for either of us, plain and simple. And in case you needed further convincing on the front of things, here's the propagated bumbling from the 'summit' and the information I was given from the "Anti-Bretonian Front" and their fools.

In times of War, Laws are silent. Now I am more than aware that Bretonia has no legal authority here, or at very least, not as much as it does back at home. But simply saying ''You cannot'' is, unfortunately, not good enough. The Crown believes it can, and if we do not come up with a solution to their liking, it will [enforce its presence by force].
The Battleship [Stirling] will not leave ladies and gentlemen (...). You can accept the fact that there is a battleship in this system for the time being and move on from that fact, or you can't and we can continue bickering until someone somewhere has enough.
We're not new to this sort of thing, Sir Weber, we have an experienced understanding of how it works, and we certainly don't want to be on the wrong side. I definitely believe we can maintain relations through this 'transition' and ensure we stay on the same page. Transparency is how we'll get through this, and we're happy to work with your lot to see to it our interests remain intact.

Since we are putting our cards on the table. The Planet will become ours sooner or later. Maybe not tomorrow, maybe not even in a year, but it will become Bretonian. Since you are concerned about the state of affairs regarding your outpost, I propose that we take legal custody of it. That is to say, as far as anyone else is concerned (and they shouldn't be) the outpost is a legal structure operating under the SIS of Bretonia. Meanwhile the staff, day to day running of the outpost and what goes on inside remains your business, if only under our banner.
Given that the IRG haven't managed to gain a reputation for unethical research, criminally stupid diplomacy or being a danger to others, I would have no issues in letting your people continue as is, but every so often we may check up on your facility, if only to ensure that everything is going well and to ensure that there isn't a risk of something horrible happening.

We've worked arrangements like this before, so it certainly wouldn't be anything new. If all we must do is fly your colors in the frozen wastes of the North, then we shall do so. We try to keep our research ethical and safe, especially planet-side. We don't want to be responsible for making such a nice place barren or glassing the entire thing on accident. I believe these terms will be suitable, and I would appreciate if your Intelligence Service would just keep on open line of communication so that we can move things around as required. We will withdraw assets that people may request assistance from, as to reduce collateral damage. Additionally, we may seek to make expansions to accommodate the Intelligence service's research operations further should there be an interest.
