For some of us, it happens much more often. For me, my game crashes 5 times on a good day, and 10-20 times on a bad day. It often causes me to miss out on things that are happening, as people have left the area by the time I'm allowed back in.

I'm not sure its possible, as it seems fairly easy to say "upon logout, ship does not dissapear for X interval" But likely much harder to check the server logs against the account holder, and make allow only one character to log in during that span. And doing that may cause undue strain on a server.
The server already checks to see if you've recently connected to the ship. This check works for any ship, on any account, and even on separate instances of the game. A system is already in place to detect that you are the same person. It also tracks a timer for 90 seconds to prevent you from logging in. All it would need to do is save the name of the last character you were on, and use an if/then to check that you are logging that character, allow you to sign in, or not allow you if you are not logging that character. That wouldn't be much strain on the server, as you won't generally have a ton of people disconnecting simultaneously (other than server crashes, in which case no timer is initiated). You can expect a few extra bytes of information at a time, and that is all.

Edit: you have probably spent more time on this thread then having to wait because of disconnecting.
Nope.
My game crashes 10 times a day. I wait about 15 minutes a day in total to log back in. That's about 8 hours a month.
On top of that, it's not just about waiting for 90 seconds -- it's about not being able to log back into my ship, and missing out on whatever was going on, as whoever I was interacting with flies off, and sometimes even logs out, as they are upset by my leaving. Sometimes by the time I get back in, their character isn't even logged in anymore, and I've missed out on mining for somebody, or interacting with someone who was pirating me. On top of that, on the occasion that I'm able to get them to fly back and pirate me again, it's still a fairly awkward reenactment.
This is something that is easy to fix, and it affects everyone, especially those whose games crash frequently or who get disconnected often.

No, I haven't. I will try that, but I'm fairly certain the issue is my computer struggling to run the game. While freelancer is running, my computer gets extremely hot. Even before I had to reinstall windows, it would crash constantly also back on Windows 7.
I'm just gonna go and say it does crash on windows 10 every now and then but less so now.
I don't sway either way to keep or remove the penalty all I'll say is that it is very annoying when you're able to re open the game in under 10 seconds and gotta wait the full 90 xD
