I'll be honest, I wasn't expecting a response. I'm Damian Morretti, Squadron Commander of the Xeno Alliance's "Phantom Wing". We handle the more subtle and delicate side of things, where widows and flowery insults about foreign encroachment would either be badly suited or unwise.
Most of my boys share the same backgrounds as your wing-men, naval pilots disgruntled with the status quo or dishonored after the war. My background is more complicated, but let's get back to the topic at hand.
We've slowly begun to develop some common ground, maybe not in our methods or our ideals, but at the very least in our enemies. Pests like the Unioners and their fat green blocks they like to call ships. Even our rusty eagles look more.. in vogue.
Before we go any further though, I'm personally interested in hearing what it is you think you know about us. It would be wise for us to clear up any misconceptions at the outset and establish mutual goals.

Alright there are two things we need to get straight. I don't care much about who you, or the Xeno's are, and as such I'm not inclined to play 20 questions with you about it.
Secondly, since I will be the first point of contact for determining if Xenos and Harmony can be friends, we're going to start at full speed. I have several convoys of goods that need to make it to the Liberty blackmarkets without being intercepted. In the interest of working together, I'd be willing to ensure that the Xenos can get a share of the profit, and of the goods which are no doubt sorely needed by you.
Thats the logistic side. For the militant side, I have business in hunting and uh... reclaiming... aliens. While the majority of Harmony is occupied with the war in Liberty and the war with the Unioners, I am tasked with monitoring the Nomad threats.

Huh, one of the hard and fast brooding types, not what I expected given the.. grandeur of your squadron's name, but oh well. I don't have a problem with telling our operatives to kill aliens, they already do it on a universal level, even the literal aliens are shot at.
Regarding the convoys and ensuring they reach Liberty, I've just got a few questions and transparency is actually rather crucial when it comes to building trust. Exactly what goods are we talking about? Where are they being procured and where are they being delivered? I'm not concerned with what happens to the goods in your possession, I merely wish to know the basic details for future reference, especially if we do begin working closer together and we start escorting your convoys within the Libertonian border.

I don't need you to help kill aliens, just the information you might have on them. Information is better than bodies in this type of war.
As for the items. Where they are procured is unimportant for our cause. Where they are going is easy. It's going from our operations base, to Marshall Station, to multiple entry points into the Liberty blackmarkets. One of them is the Commonwealth, another will be the Junkers. If the Xenos wish to partake in helping, you will also benefit from this.
The current items being ferried are Nauru artifacts as well as Human organs. I'm aware that your pilots are largely... poor. We would be able to ensure that replacement organs for them and their families are made available.

The attached logs are confirmed encounters we've had with forces of anomalous nature. Review them and perhaps archive them for your own intents and purposes. I've verified the encounters as being valid instances of alien operations within the Libertonian border, under either a false-flag or a more obvious assault on the general populace.
As for our current economic status, there's no need to be shy about the fact that we have to live and operate within our very limited means. But it's exactly what drives us, so it's not as if we're ashamed of it. As for the artifacts, I'm sure I could have one of our friends organize a business deal with some buyers in Liberty.
The organs, though useful medically would be hard for us to store and subsequently make use of. See, the problem the Alliance suffers is not one of manpower or a skilled "work-force", it's that we lack the machinery and equipment to make use of them adequately, to top that off we lack the funds to procure such machinery.
Organs would require specialist refrigeration units, the kind we simply do not maintain on any of our sites. Though I might be able to jury-rig something, it's not as if I have a choice, I doubt people would like seeing kidneys next to their evening beer.. I'll have Serpentis seek out specific commodities from foreign shipping. So perhaps even the organs could potentially be put to use.
Under ideal circumstances, the more you're willing to work with us over the Junkers, the more we'd be willing to do for you. It's simple really, the grease monkeys and the snakes don't get along.

Harmony can provide the means to store the organs, as well as the organs. You would be supplying the entry onto the blackmarket and the access to the general population.
To be entirely honest with you, I'm not altruistic, nor am I doing this out of the goodness of my own gold heart. Harmony needs funding, and it needs logistical supply lines. I'm set to make a fortune off of this, and keep the people who are keeping my away from prisons operating.
If we need to bend the rules a little to get you some proper freezers for organ storage while you're pushing the goods onto the market so be it. If that by chance means your people will have access to back up organs when they need them, all the better. The big story here is that I'm looking to get as much traffic of this going as possible. To the extent where you'd need to make one hell of an offer to get me to forgo the Junkers.
Which leads me to a second point. The Junkers are already in our good books. You are not. Do not jeopardize the situation with high-school jealousy. We don't need a second Unioner situation. If you want to work with us, we're willing to work with you, but we're not playing the game of who likes who. We shoot aliens, navy and unioners. You shoot aliens, navy and unioners. We don't shoot Junkers, you do? Don't involve us in that conflict and we'll get on fine.

I think you misunderstood the very delicate point I was trying to make just then. I have no intention of making you pick a side when it comes to us and the Junkers. But if you do ever intend to ask us for sensitive information, for contacts or for particularly substantial favors, then we're obviously going to expect adequate compensation for such services.
Keyword there, compensation. I'm not asking you to go to war with the Congress, we can handle the shoot-outs. Nor am I asking you to make any drastic alterations at the moment because we have not yet established any significant relationship. Nor have you asked for anything substantial.
While we might fight for all the stepped on and downtrodden workers, please don't confuse us for communists. We very much enjoy our Libertonian heritage and we do expect a certain degree of quid-pro-quo. It's just something for you to keep in mind.
While we're on the topic, attempts have been made in the past for us to not be at conflict with one another. Each time it's been met with.. delusional moral crusading, I get the need for good P.R, but our status in your "books" is the doing of your own personnel in this case.
The more you expect from us, the more we'll expect priority over our competitors, it's not personal, we both have our own agendas. You can be as discreet as you want with how you help us in the future, such as with shipments for the Junkers perhaps going missing, being stolen by the ever-so radical and evil xenos. I trust you catch my drift there, I'd hate for my low-cunning to go to waste.
With all of that out of the way, let me come back to the major point at hand here. We can push these items of interest onto the blackmarket for you. We have contacts that we could utilize to such an end. The organs especially will be something we'll receive preferential treatment over from our benefactors. Needless to say it would also be wise of you to deal with us in artifacts, we'll be able to fetch you a good price.
Simply provide the means, the product and we'll provide the traction.

It's been a minute since I've heard from you. I trust you've been keeping busy? I know I've been. We've all but usurped the Artifact market from the Junkers, I've managed to even leverage in some provisions to have Xeno Relics shipped in and put on the less-than-legal market we all know and love, well.. for the most part that is.
It's been a few months, but my tenure as Squadron Commander is still fresh. I'm keen on marking my "rise to power" with an event for the history books, but make no mistake I'm not in the business of sating an ego. I'm hunting for achievements of a more tangible kind in regards to their efficacy, preferably ones with long-lasting impacts that benefit us both.
I'm sure you were forwarded the mail, but apparently the Navy is desperate enough to reach out to outlaws like you and I, the kind of people whose only sentencing would perhaps be a firing squad at this point. If they're desperate enough to do that, then clearly the Aristocrats in the Government who are either infected or grossly compromised are gearing up for something big. Something bigger than Liberty herself is capable of pulling off alone.
Ontario is now vulnerable, at least in the sense that it's just the fat donut-jims keeping the "order" there now. I'm getting mixed messages from my boys behind the Navy's lines and supposedly there's a potential to exploit the very delicate situation in Texas. These are all becoming increasingly tempting avenues for us to take advantage of.
