Both of these laws were broken, add to that the fact on several occasions GST ships disobeyed a Liberty Navy directive to cut their engines.
Unless you can provide damn good answers for the atrocious crimes you've committed against Liberty, your ships will no longer be welcome in Liberty. Until this mess is sorted out, if it gets sorted out, no GST ships are to enter Liberty. Failure to do so will result in lethal force being used.

Our first meeting with LNS-Dawn was near the Virginia JH. He asked us to stop for a scan, and we did. He told us not to go through the Virgina system. We obeyed and taked the way to New York. After that, he explained us the embargo rules. I told him that we carried alien organisms from Kurile, so, it's clear. Then, he asked us to stop again. Why ? Do you have to stop every 5 seconds in liberty's systems when you're clean ? So we taked the gate to New York.
After the jump, Dawn opened fire on my advanced train. So he attacked us first. As you should know, the Galactic Secure Trade company is a zoner trading corporation who has is own protection force. When our cargos are under fire, our security forces never be with them to do figuration.
LNS-Dawn made mistakes : He didn't really know the rules of the embargo, and he opened fire on a respectfull trader. We had no choice but to kill him. It was an act of self defense.

Like I said above, we had already stopped 2 times, and as you know, alien organisms are ultra perishables commodities. Dawn wanted us to drop our goods, wich are legals ! So, we didn't obey an unjustified order.
After that, we lost 2 destroyers in the following battle. So I ask you to forget this incident, and better read your own rules. And be sure that the GST pilots will never break the liberty rules, as they always did.

Incorrect. Any vessel within the domain of Liberty will heed to any lawful orders, under penalty of death. Obviously your ships cannot obey this simple law.
The Commander of the LNS-Dawn is an outstanding and highly decorated Navy officer, so I highly doubt that he would have made an error in the Rhienland trade embargo matter.
I was personally there when a GST ship failed to obey a simple order to stop for a cargo scan (Yes, this was the first time he was asked to). He was headed towards Zone-21, which may I remind you is a top-secret area, with no civilian access whatsoever. The GST ship then moved to California and opened fire on the LNS-Dawn for no apparent reason.
All in all, I see absolutely no evidence of any foul play on our side, so unless you have some concrete evidence of why your ships engaged the Dawn and other lawful ships, the arrest on sight order remains in place.
Any lawfuls that have been attacked by these [GST] tagged ships or have witnessed these ships commit illegal actions, are welcome to add to this diplomatic communique with details of their attack.
A) ALL non human cargo travelling between Rheinland and Liberty is covered by the embargo, you come from there, you get prosecuted.
B) You opened fire on a Liberty Naval vessel because you refused his demands.
C) You bring DESTROYER class vessels into Liberty? Warships, not escort ships.
D) This does make me wonder, where would you be headed with those Alien Organisms? I checked with Willard, and they certainly did not order any specimens in for examination.
E) If a Liberty Navy ship gives you an order, you follow it, end of story.
Now, my addendum is; GST trading ships are banned from carrying any form of trade goods throuh Liberty for two weeks.
GST warships (Destroyers, Cruisers, Battlecruisers, Dreadnoughts, Juggernaughts, Battleships) are banned from Liberty. No questions, no 'but we use them solely for escort', simply do it, if you want escorts through Liberty, you shall use Fighter, Bomber, and Gunboat class vessels.
Also; Captain Nicolas Trouin du Gue, should you feel a need to boast of destroying a naval ship, we can quite easily return the favour to the entire GST space fleet, trading ships and all, I suggest you keep your loud mouth quiet, and let Ladwin handle this, the one with a senseible mouth on him.
