I agree that maybe it could be a little more lenient as population seems to be hovering at about the same the last year or so which is still lower than previous years. Maybe it picked up a bit, or at least, stopped shrinking.
I shall continue to plug the idea that a new activity generating system be designed and implemented.
What brings people out most? Look at the last 3 months.
The most active events were the ones where there was a real risk for loss/gain on either side. People come out like crazy when there is a goal to achieve, something to work for on top of the little things we do. For the Aland Shipyard crisis, the idea that there may have been a legit battle to see what happens had everyone forming new relationships, alliances, working on strategy. I hate to say it but with a couple more situations like that spread out around the server, and most factions would have a reason/chance to get involved in a similiar situation. As long as we don't overlap too many at a time though, everyone can spread out and choose their side to back with each situation.
Lets add a game to the game. That is, a (war) battle system. What do we really have to lose? Yes, I'm suggesting we turn disco partially into a multiplayer real time strategy game. The reasons some factions don't log is there really is not much to do after a certain point. Free flowing conflict always splits people. There will always be people willing to choose a side if there are real sides to choose (even just for the battles). It gives us something more real to do.
I think that if people knew this was a game where you could capture stations, planets, jumpgates etc, it would finally provide a modern and updated allure to the game. I believe this is how the original Freelancer was designed around and intended to be run. There are many ways we can tweak a system to be fair, balanced, let players have their fair chance for gain/loss on either side of a conflict, and set limits so that the server doesn't radically change too fast.
The last thing necessary to make it really interesting, is add about 5 more sandbox systems, not spread out, but clustered like a whole new star cluster discovered nearby with NO stations, bases, all wide open territory to be explored and colonized. Let people duke it out over claims, get on with building bases, sieging them etc. I also made a suggestion one time long ago about making planets claimable, minable (adding a thin minable layer just outside the atmo barrier) and even add a new POB for planets letting players claim and settle planets (player laid Docking Rings/Mooring fixtures, which means every moon out there could wind up being built into by someone, we could let big planets be divisable into 2-3 bases and let factions compete or form alliances (like pecos).
Oh there's plenty of things to do to solve the activity crisis, but also, a lot of work that would need to be done.

I've just came back after almost 2 years of inactivity and unfortunately everything is the same. First time I've come on this server I went straight to corsairs to join them (because playing as pirates was always fun on the servers I've played and I was always a corsair). I was so thrilled to be a pirate again and to have a lot of fun. But after a few days of just... trading (??) with my faction mates I've started to ask stupid questions like "When we attack something?" "Let's raid some systems! Kill the men, take their women, wreck havoc just for fun etc etc" but that never happened because of great rules like ZOI, politics, infinite RP to be made on forums that almost nobody is reading etc. I said yeah, I'm out.
Then I've played alone a few months, making some billions, setting a battleship, fighters, trade ships but in the end everything just fade away.
I'd like to see random things to be part of, like some instant alliances and invasions. Who can say that nomads can not take temporary control of a Liberty Navy battleships group and attack New London? THAT will be fun. Or a group of corsais raiding New York?
But by far, the most stu... annoying rule is that you must talk to your enemy before trying to kill him. It's such a nonsense to give your enemy time to escape or to react. It's your enemy and is KOS (Kill On Sight). If I want to talk something to a pirate I will do it but forcing players to talk in a situation 100% fun/violent/thrilling is such a turn off.
This time I've made my billion again, trading and mining, but right now is just missions and fading out fast. I never have time to read the RP stories on the forums and I know that in my situation are a lot of people.
Your forced RP is bureaucracy. And this is not fun.

i think that there many problems with this. first maybe the rules about the time should reflect the lower interest that many players are having with this game, i mean less time that they are forced to "play" with their official chars! also it is difficult to some simply because there are players that are in more than one faction. and for me the biggest reason is that .. many players here have real life and some very busy, so .. .time - real life - various chars - forum = very little time!! so no wonder that many players simply log a char in a remote part of a big system, and let it there for long time while they do other stuff!!
Completely ignoring the 2018 moddb vote seems to have not been in our best interests.

what you fail to understand is that discovery is a roleplaying server. the main point is roleplay and not pvp. the reason discovery survived unlike other freelancer moded servers is the fact that it has roleplay in it. nobody is forcing you to stay and talk to someone you wanna kill for more than 15 valuable seconds of your trigger happy life.
you don't have time to read other peoples roleplay stories because you don't give a f. but that doesn't mean other people that use this forum and server are the same. i personally like reading other peoples stories as well as blowing them up (or both of us)

It is sad to see people who distinguish that verbal RP (a.k.a RP) and combat RP (a.k.a PVP) is different coins rather than just two sides of one coin. It's one and the same, both infused with each other. You meet your enemy, you say few hostile words and ten seconds later you can proceed to shoot him. Or you meet your friend and you can have 30 minute long verbal dialogue about Sirius.
Freelancer is all about freedom in choosing what roles to play but that does not release you from following the same set of rules that makes this chaotic soup of different players and characters coexist in tasteful and harmonic setting.
