The Core are already well acquainted with the Legion, we hope they will be able to vouch for us as being genuine in this audience with the National Council.
The Core has been aware of the shifting diplomacy between the Outcasts and the Order. We found it quite humourous that you had managed to coherce the Overwatch into something, even if it was only for a while. Whilst we are not informed of the specifics that led to the break down of diplomacy, your renewed hostilities have piqued our interest.
We see this as an opportunity. You don't like the Order, we don't like the Order. You don't like the Corsairs, we don't like the Corsairs. Instead of some flimsy NAP that'd be sure to break down eventually, why don't we work together to crush them? With the Outcasts attacking from the north, and Core striking from the south, we could squeeze them until they bleed. Why settle for less, when working together you - we - can make gains against our enemies.
And why stop there? Encouraging access and the flow of goods to each other's respective territories in the Omicrons would surely be beneficial. The Core would be interested in purchasing small quantities of Cardamine for use in our experiments. We are also sure the Outcasts could use additional workers on their plantations, and we have many POWs slaving in our Iridium mines who I'm sure could appreciate a change in scenery. Perhaps, in exchange, we could liberate some of your workers with cleaner backgrounds, and permit them new lives on Nauru. The Core is also in possession of many artifact caches, which combined with your black market connections could be a serious threat to the Corsairs' own trade.

While your offer is indeed quite tempting and you are correct that Maltese "friendship" with Admiral Golanski and his band of marry saviors of humanity is in fact very much over, I can't help but feel that you're pushing this all too soon on us. Political climate nowadays is very uncertain and I'm sure you find it understandable that we would be cautious before we enter yet another alliance with people we previously exchanged only gunfire with.
Don't take this as a clear decline to your offer though. The Legión is very much interested in hearing the Naciónal Council's take on this offer as well as they have been the ones to handle the more diplomatic matters of Malta. Perhaps we could reach the end goal of your proposition, step by step and all in due time? In the mean time rest assured that our current agreement to non-aggression would be a good way to build further trust between the Core and Malta.
The brashness of my transmission is to show our strong convictions to making Core and Outcast diplomacy work. My belief is to put at least some of the cards on the table, so that you know exactly what you're dealing with.
You're right, the political climate is uncertain and you need to make sure that you can confide in people you can trust. My proposals are shows of good faith that this pursuit is something The Core would take seriously. We don't have to achieve them all immediately, but let it be known that we can show commitment, and that we're not faking an interest.
The Council has debated your idea. They would like you to offer us something that shows you are truly standing behind your words. It is courtesy. In our society, if you are approaching a potential new business partner, you present them with something to show you are worth their time.
We are in possession of a rare fuel cell which we'd be willing to give to Malta as a gift of goodwill. Attached to that delivery, we can include several units of human cargo. Of course, AP Manufacturing themselves cannot facilitate this delivery as of current, so this trade will most likely be conducted through an independent party.
We would also be willing to make adjustments to our territorial codex and permit Outcasts to freely fly through our space, as well as consume Cardamine if they feel the need.
As I await your response, I am informing you of the progress which Core has made in its dealings with greater Maltese society. We have been cooperating with the Legion to remove mutual threats from Omicron Delta, and are expanding this into a strike on Gamma itself.
We have also conducted business dealings with the Cadiz Cartel, and will soon be importing several Maltese-specific goods. All that would remain in this case, is for the National Council to give the go-ahead for AP Manufacturing vessels to run supplies back to Malta - but I understand if you are still hesitant about proceeding with that, given the stage of our diplomacy.
