Categorisation, despite intended for the purposes of creating order, when overdone can do quite the opposite. It’s like cutting a cake, the pieces have got to be manageable, but enough to keep everyone satisfied. Slicing it into smaller and smaller pieces for the sake of variety just makes a mess.
More ship classes means more complexity and a thinner spread of players over each class. The class-counter dynamic is already looking a bit wonky. So adding a new in-between ship class would only upset it further.
We're not asking for a new ship class. We're asking for a variety of transports. It wouldn't spread players more thinly across ship classes, since they would still be flying transports. The ships would be categorized as transports. I really wish you'd read at least a single post in this thread before you replied assuming that we were asking for a new combat class. These aren't like the previous frigate suggestions by other people. These aren't a combat ship in between gunboats and cruisers. They're just more ships like the Salvager and Raba.
There would not need to be any changes in the class-countering dynamic. These ships would still be countered by anything that a transport is countered by: Bombers and cruisers. Granted, such ships in the hands of a decent pilot won't be killable by a lone bomber, but they also won't be powertrading ships, due to their reduced cargo.
There are literally dozens of ships that fit your description. In fact several sub-classes.
The salvager frigate is arguably a special ship and certainly one of a kind. The Raba is a signature Hog ship with borrowed heavy transport stats. By copying these stat balances and applying them to new models for lots of other factions you are taking away that uniqueness; not just of the ships, but of their respective factions.
There has to be limits, otherwise there’s little incentive to try out one ship or another aside from the aesthetic.

We're not copying the stats. The ships would have varying sizes, strengths, and cargo capacities, as well as different capabilities. One might have anomaly scanning capabilities. One might have mining capabilities that are limited to the azurite and iridium of omicron delta. One might have no mining capabilities at all. The salvager and raba would still be the main authorities of scrap.
There are not currently suitable ship classes in-game for this role, because the currently existing battle transports are very heavy and slow, making them unsuitable for this role, while the 3k cargo transports are almost suitable, but need a bit of a hull and power upgrade (which would come along with an increased cost).

+1111 not a bad idea. Make them multi-purpose. And add the Anomaly Scanner just like the Corvo has?
Actually now that I think of that'd give them a realy good purpose in Battles. Because it can defend it self while trying to Repair ships in groups, so I guess a "Support-Frigate" in this case.
