What kind of interaction do you expect to get by preventing someone who is cloaked from docking? If I'm cloaked and see the chance of someone dangerous nearby who wants to "interact" with me, I'd just go somewhere else. Transports can remain cloaked for up to 15 minutes if they have full battery charge.
Seriously, just deal with being annoyed. If the person who is cloaked doesn't want to interact with you, it probably has a good reason, and trying to force that interaction upon that person will just result in that person finding other ways to avoid you.
I knew at least one person would join this argument and cry about permacloaks, but to my knowledge those are only used by Wild, Oracles and K'Hara and their respective SRPs. Iirc, mine is the only one that isn't nomad-related. And it's on a battleship, not on a trading ship or anything. As shown in the graphic above, and mentioned in the reasoning for why I for example requested mine, it is the only alternative to either not logging at all or logging and get forced to situations I don't enjoy - ganks, people who blatantly metagame knowledge about things and get away with it, etc. I play the game to have fun, which is why I consider myself as the person that decides what situations I allow other people to put me into. Because of this, I know how people who use cloaks think in first place.
People cloak for good reason. They try to do things that aren't in their favor in most cases of them being uncloaked and watched. Smuggling, entering hostile territories, dodging a gank. People make bluntly use of the player list to track people down. Cloakers bluntly use cloaks to counter that, and that should be fine, because if they don't want to get tracked down, they either do that or go somewhere else or do something else rather than willingly entering situations they know they won't get anything positive from.
You don't like cloakers? How about you get a cloak disruptor? Want to stop smugglers? Log police characters and use TLAGSNET. The game doesn't need more lobotomized features because people get angry over literally anything that isn't in their favor or doesn't suit their personal gameplay style.

The moment anyone decides to dock infront of you, no matter if cloaked or not, they obviously don't desire to deal with you in that very moment. Think about it.

This should be invented. Docking whilst cloaked makes no sense. People do that do avoid ANY RP and ecounters from players, which is very annoying.
Where doesn't it make sense ? Well I don't see or hear people using cloaks to avoid interactions If you encounter one player using a cloak several times to avoid to roleplay with you ....
