Sadly, these conflicts are the reason Discovery is still alive. Most people are doing things for their factions and out of spite of things. I personally, after three years of playing actively, see barely a reason to log anymore. PvP is most likely to result in hateful reactions, feedback thread drama and gank-countergank spirals. I've also managed to gather a hundred billion credits I don't really know what to do with. It was a nice long-term goal. The only reason to stay is to RP with people, mostly on forum, as the ingame environment is getting more and more tailored for impatient PvP-focused people while roleplay and atmospherical content is getting more and more cut away, because some genius thinks that removing systems that are barely visited means people are more likely to log and more likely to condense in certain areas.
There is also barely reason to invest in any other long-term projects by now. If people aren't trying to scam the money out of you, they find other stupid reasons to put rocks in your way. Discovery is a game for people who want to make use of their aggressions. For people who look for people they can antagonize. Be it player x, faction x or staff member x. Sometimes it is reasonable and understandable. I for one know why certain people are very clingy about their positions in this community, as they have nothing other than that that motivates them.
If you want to advertise, do it. Don't expect this community to change though. A-holes will always be a-holes, and they come in all colors, sizes and languages. The only way this place can get a bit less obviously toxic is if we get new people here, AND, people actually take care of those instead of sealclubbing all the newcomers in Pennsylvania AND teach them roleplay if they don't know it yet. Pointing fingers and being impatient is easy and cheap. Helping people out takes a bit more effort.
I've often wondered if some here prefer a low manageable population. Over the course of years there is actually very little new thing going on/possible. We need a disco overhaul. The only thing that will greatly increase population is to announce there are new features, new abilities, and a bunch of new empty systems. For that, we'd have to have them.
Most games like this either do, or you'd figure are only ever adding content and more abilities. Instead we get a lot of work trying to curb stats on any weapon people learn how to use well, and the never ending expansion of Gallic trade lanes and jumpgates, which is obviously a high priority to someone.
I knew Gallia was added to the mod for the extra content but I wish it had been done totally different. It is not just new content, it is the star of the mod. Only in the last couple years have people begun to frequent it more. Its the only house that you were 'being told' to just join if you wanted to explore it.
