Don't know if the size can be altered, but if the color can be changed, I would appreciate if the pointers on how-to and what files would be given here so that I can see who can alter the launcher for this.
After some search, there is an option without editing any files. However I will still see if it is viable to add a new tab to design the colors of the crosshair in the launcher.

I recommend using different colors to give it more contrast. Not too bright, due to bright systems blending with the cross, also not too dark.
In your launcher, go to "Game Settings".
There input this in your "Optional Arguments": -color-white=8E0000 -color-red=8E0000 -color-green=8E0000 -color-pink=8E0000
Make sure there is NO spacing before the first "-color-white=" and only ONE spacing between each element.
Now go to this website and pick the colors you want: https://htmlcolorcodes.com , copy the code and replace the "8E0000" with your color.
I recommend using the same color for all 4.
After having the code above in the launcher, re launch your game. Go to F1, Options, Controls, User Interface and Keybind "Toggle HUD Color" to a button of your choice.
Now you only will have to use that button to toggle it on and off before a fight (press twice for the first time).
Tips and tricks like this can all be found in the Cobra Squad ( tCS ) Library (scroll down to Theory Manual v1.3).

I looked into it and didn't see it being worth the effort without DSAce being changed. Also, lest I'm mistaken (which I could be), those hex codes don't affect the cursor, just everything else.
@Kaze
And what if we added also an option for cursor shapes?
A few years back I made some custom cursors.
Could do that again with some community input as to what people want.
I would have thought this was considered cheating, normally. Since the anti cheat didnt kick me and it is, imo, something that makes aiming a lot easier in bright system clusterfights, I think this should be made optional in launcher toggles (or somehow optional with ingame toggles).
