Zoners individuals and groups aren't neutral - see OP. If you bunch all of them together then they just about balance each other out as neutral. This group in particular is certainly not neutral or representative of Zoners as a whole, and has a different ID and Zoner Guard IFF

This is currently being applied as a license to use the mining field. As per the objectives the ultimate goal is to create Bering as a microstate and this is one important area of control. The Houses also tax you in a similar way - see the license fees for building a POB, transporting restricted goods, using the mining fields or entering restricted areas. We're applying this in the same way.
Also, if you see a pirate transport supplying FP2 - you have to make a demand as per the rules.

It's permitted by the ID and I don't want to add further restrictions to the faction when an indie can do more.
It also depends on what you define as necessary for your RP - it's not a 'shoot anything and anyone' policy, it needs some reason.
In fact we're neutral with the only two other factions that actually reside in Bering.
Personally I'm terrible at PvP and so tend to avoid.

What the coalition says, and what they actually do are two different things. Try flying around in O52. As above, this isn't regarded as piracy or terrorism in our view.

I expected more stick for the Coalition link tbh and considered avoiding the whole thing - but it gives us a more complex relationship with the Unioners and a wider RP/long term goals than just Freeport 2.
hi, i'm indimin, useless to present myself more, i heard in space, some bad news for our future in bering, you want kill the miners? our base is called ~ZMI~Pleasant-Terre, it means zoner miner independent, we mine as miner ID? and some indie junker help us sometime, if you annoy us or if i hear that our miner friend are annoyed by you, we will be obliged to close our door, it will be damage between zoner.
like i have already said our base can't sell the salvage, it's used to have enough money to pay our supplies
I haven't said anything of the sort - only that if a ship is found to be supporting the current illegal residents of FP2 in any way then they may be fined or treated as hostile.
