Guten Tag Members of the Bundestag,
As in my Mandate, I am to investigate and enquire about individuals or divisions of Rheinlands Law Enforcement when they don’t follow protocol.
With the Kusari/ Rheinland war being finally over, I went back and looked at communications from various officers especially ones that stood out.
The one that stood out as you are aware is from Direktor Enfield of the BDM. I sent him a communication to enquire about his speech on the 04/06/826AS which was made public. I have attached a Link to the comm between Direktor Enfield and myself for your ease of reference.
When asked the questions as you can see, his answers were very much the same standardised response, “agency’s autonomy granted by the Bundestag allows us to do so”. Though I can see this as a possibility, I have assumed this was limited to speeches about specifics in a military tone, and not in what seems as a political tone.
As you can see he mentions that the Bundestag gave him authority to make remarks on our Rheinwehr and corporations. Again I question the scope of autonomy given by the Bundestag.
Having analysed this comm in comparison to the speech, I do not find these answers satisfactory. I hoped he would be more forthcoming, open to discuss and elaborate on what he had said, given that I have been tasked to provide over watch.
A concern I had as well was that when it comes to serious matters such as this, he delegates his authority to one of his subordinates which can’t answer fully on his behalf, as Ms Landers can’t explain or give insight to what Direktor Enfield was thinking at the time, as well can’t answer following up question timely.
In communicating with Ms Landers, she mentioned the Inspektorat has an independent interest in this matter. I would like to put a request forward to the Bundestag to grant me authority to get access to the Inspektorats information and evidence relating with this matter. Ill advise that the Bundestag contacts the Inspektorat directly informing them of the authority given to me, if you do wish so.
My concerns in his speech are as follows:
- Public broadcast which is accessible by Rheinland and those who wish Rheinland harm
- What seems to be a politically motivated speech
- Noted aggression by the Rheinwehr fleet commanders
- Corporate manipulation for their profits
- Spreading discord in relation that the situation in Rheinland is chaotic, again publically giving our enemies intel
- The Rheinwehr has an Imperial agenda
- Lobbyists within corporations, I presume for Imperial motives
- Spoke against the Bundestag when Rheinland declared war on Kusari and GMG
- Sparking tension with Bretonia with remarks to Omega 3
- Pulling much needed intel support from the front lines near the end of the war
- Failure to wilfully respond to questions in detail.
I would like to point out, that no evidence was brought forward by Direktor Enfield in any of his allegations mentioned above.
Given his stature, I recommend that a commission of inquiry be set up to investigate further into what transpired and to get to the bottom of this so that a full recommendation is drawn up and be decided from there onwards. In order to do so, I recommend that Direktor Enfield possible be put on extended paid leave so that his focus can be with the commission to get to the bottom of this. As it is evident that he is currently too preoccupied to cooperate fully and wilfully.
Given the allegations mentioned above, I believe it would be in the best interest that the Bundestag select members of its committee to sit on this commission. I would put my name forward to chair this inquiry. Being the investigating officer, a Direktor within the RFP, my mandate given to me by you to carry this out, and being the only independent Law Enforcement agency that is neutral to this situation.
I believe it would be in the best interest to exclude members of the Rheinwehr due to these allegations as well as any corporation reps. Having them sitting on the inquiry will bring mistrust and a misconception.
I recommend that the former head of BDM be part of this commission due to his history and knowledge of BDM workings. This would be invaluable to get to the bottom of this.

Bundestag does grant its consitutent organisations, in particular the Intelligence services a great deal of leeway in the execution of their duties. This does not include concealing information from Government Inquiries, though it may be in individual cases appropriate not reveal classified data to normal proceedural invesitgation.
Given serious nature of the matter, however, we therefore intend to convene a Bundestag Commission of Inquiry. The commission is to make a full inquiry and make a final report to the Bundestag.
For the purpose of the aforementioned investigation, the Commission is granted all necessary powers and rights, with specific reference to full access to restricted or classified information held by the Buro or other departments, agencies or individuals.
We appoint to this Commission, Direktor Zorn of the RFP as its Chairman, along with Counsel Volker Koch and Senator Albricht von Amensen.
