As you are no doubt aware, the task of developing Saigon is no small one. It is for this reason that I have been tasked with contacting you today - we are led to understand that the Rheinwehr has undertaken a not insubstantial deployment on Saigon. In light of the announced withdrawal of the Rheinland Military from Saigon and Sigma-21 in the near future, it is our hope, that an arrangement may be made for the Saigon Autonomous Council to take ownership of certain civilian pre-fabrications you have already constructed, as well as available construction materials of various natures.
In addition, it seems likely that your forces and vessels have undertaken a planetary and system survey. We would be most grateful if the Council could be granted access to copies of such surveys; in combination other surveys undertaken by Kusarian interests, and Rheinlands own Republican Shipping, these should provide a most excellent basis for more in depth surveys.

After discussion, the Rheinwehr oberkommando decided to allow Saigon Autonomous Council take the ownership of the certain civilian pre-fabrications and construction materials on Saigon planet surface, as well as some building materials.

Sigma-21 Survey
Sigma-21 Starsystem Navigational Chart
"Sigma-21 is a Border World system between Kusari, Rheinland and the independent GMG territory and is claimend from all of them and Samura."
Sigma-21, reference Neu Preussen, is a planar star-system in the draw of the twin Type F7 stars, around which the system orbits. Representing a strategic, economic and political prize of immense value, strong interest has been shown by Kusari and the Gas Miners Guild, in opposition to Rheinland's claim. Intelligence reports indicate interest in the system of a great many groups, including Zoners, Corsairs, Outcasts, and [REDACTED].
The strategic significance of Sigma-21 and its encompassed assets comprises four (4) primary areas of interest:
Strategic Location: The location of the Sigma-21 system with its interconnections into ajoining systems, and the transit lane possibilities these adjacent systems represent renders Sigma-21 a strategic keypoint at the heart of the Sigmas. In particular, stable non-cyclic wormhole connections into Honshu, Luneburg, Sigma-17 and Sigma-59, connecting the GMG territories and creating an alternate Rheinland-Kusari route makes strong forces in the system a stragetic necessity.
Planetary: Saigon represents a rare find in the history of colonisation in the Sirius sector. One of just a handful of near-terran planets, its colonisation and economic development could significantly alleviate the population and lebensraum objectives of the Bundesrepublik Rheinland.

Navigational data and astrometric mapping of Sigma-21 and the adjoining systems has been repeatedly undertaken throughout the course of the Kusari front operations by numerous assets; no summarized report has been compiled at this time. The twin-stars of the Sigma-21 system are commonly accepted to be the cause of Sigma-21s unique metallurigcal compositions. In stellar terms, the create a significant sheer-field which divides the system in a transverse cut. Navigation in the central sheer is nearly impossible, and should not be undertaken outside of emergency combat situations; however, repeated patrols and surveys undertaken by Military and Abwehr units have carefully mapped the primary surround and outer sheer areas. Navigation in these areas no longer poses any significant risk.

Annamese Field
"A beautiful dust field filtering the shimering light of Sigma 21's twin suns through its expanse, the Annamese field lies at the heart of the system. Devoid of appreciable resources or even much strategic value, the field is little more than another scenic backdrop of the Sigmas."
The Annamese Field has been extensively surveyed by multiple operational departments in relation to its impact on navigation. While the inner sheer represents an area of extreme danger, it is traversable with suitably equipped specialist vehicles. The outher sheer and primary surround have both been extensively surveyed and mapped; navigational data has been proliferated to all operational systems. No major navigational risk is now expected in these areas.
Da Nang Field
"A medium-sized asteroid field. Initial surveys detected the presence of significant uranium deposits."
The significant presence of Uranium in these fields represents one of the most significant economic assets of the Sigmas. Patrol reports studied during the course of the last twelve (12) months make note of repeated disparat attempts to extract the resource by various means, up to and including the construction of temporary installations. In all cases, these installations have either been rapidly despatched, become victime of war, or been dismantled with short notice. Given the strategic situation on the Kusari front and the firm control exercised by the military in the system, it is advised that Corporate interests should be encouraged to begin developing these possibilities.
Mekong Cloud
"The Mekong Cloud is a large outcropping of the Crow Nebula, unnoteworthy in color, density, or composition. Deeper inside the cloud, strange and possibly hazardous EM readings have been detected, causing many a pilot to turn back. Those who venture deeper in often do not return, or experience strange hallucinations, sometimes requiring treatment in psychiatric facilities."
Primary combat operations have not required any division to operate for prolonged periods in the cloud. Although no formal studies have been undertaken at present, data collated by the Heeresamt for Medicine is unable to confirm any cases of anomalous psychological or physical effects experienced by our forces as a result of exposure to the cloud. Further investigations of puported anomalies and EM readings recommended post war, in particular with reference to [REDACTED] as detailed in [REDACTED] and [REDACTED].
Tonkin Cloud
"A small but dense field of ice crystals laced with Niobium and trace amounts of Rhenium. Due to the juxtaposition of the Sigma-59 and Sigma-17 jump points, the cloud is of great strategic importance to both the Gas Miners Guild and Samura, as the struggle between the two continues. Despite its Niobium reserves, no major powers in the area have much shown interest in exploiting them yet, primarily due to higher priorities within the region and its contested nature."
Due to the significance of the Sigma-59 and Sigma-17 transit lanes, heavy patrol activity along the stellar perimeter has been maintained by Kampfgruppen Kolleda and Strausberg since their arrival in the system. Operational Wings of the Marine Abwehrdienst, detached from assigment with Kampfgruppe Vallentorm and assigned aboard Strausberg, undertook repeated patrols in response to enemy activity reported by military operations reports during the defense of the "Luebeck" installation. Follow up missions have confirmed the presence of significant Gas Miner forces within the cloud, seemingly centered around the salvaged Brandt-class battleship "Daishouri".
Their strategic position is significantly extended, and appears to aim at threatening the transit paths deeper into their Sigma territories. Full reports are provided in Oberkommand Data Base Entry #[REDACTED]. The strategic operations office notes that its presence requires the deployment of holding forces preventing full commitment on the Kusari front. Addendum Note: Since the end of hosilities with the Kusarians, no signficant increase in GMG activity has been observed in Sigma-21; collated data indicates a 37% reduction in overall GMG activity across all fronts, and a 59% decrease of specific action in Sigma-21. Nonetheless, it is noted that the presence of the Daishouri in the systems renders it unadvisable to withdraw all Military forces from the system. Reserve provisions should be made for the positioning of forward Kampfgruppen in Sigma-21 or Luneburg to respond to the possible threat of the GMG to the Saigon Autonomous Council. "A somewhat temperate Planet with arid, yet potentially arable landmasses that with not too large of an effort could rival many worlds of Kusari and Rheinland, Planet Saigon is expected to become a major point of contention in the newly discovered system, with Kusari laying a preliminary claim to it by proximity and Rheinland by desperation of the Munich disaster.
Ownership has been the first notable issue in many years to sour relations between the two houses, however their domestic problems have thus far thwarted any attempts by either to lay claim to Saigon, which for now remains a no man's land. Both seek to maintain a strict prohibition of landing and settlement on the world by each other and third parties for now, preventing wayward entities such as the Zoners or Core from moving in. Additionally, the Gas Miners Guild and Samura have also expressed great interest in utilizing the planet for themselves, and it has become yet another fulcrum of their conflict for domination of the Crow Nebula."

Orbital Survey Data
Extensive surveys have been undertaken of Saigon; using both Orbital and ground based survey data, a composite report has been formulated for this report. In addition to the information gathered prior to the outbreak of hostilities with Kusari, orbital surveys undertaken prior to the landing of ground forces identified no significant risk factors, however long term studies remain unfeasible at this juncture. These surveys located a total of [REDACTED] sites suitable as landing sites, in addition to one-hundred-and-sevety-three (173) sites compliant with the forward operating guidelines for civilian settlement in a hostile area.
Saigon is a near-terran tectonic-ocean type planet that consists primarily of a series of interconnected supercontinents, with large promotories, peninsulas and sub-continents, with some island forming. All these factors indicate an extremely tectonically active past; present tectonic activity in all measurements noted to be within or below tolerated bounds. Further long-term study of tectonic impact is advised. The planet's surface is largely arid, with polar and desert regions extant; the body of the continental surface is comprised of mid-arid arrable land. Strong presence of varied ore veins of varying validity and significance noted in numerous locations; tectonic mapping supports long-core deployment along centralised continential tectonic shifting.
Acting upon Orbital surveys, the Landstreitkraefte, acting under Operational Order [REDACTED] chose to make planetfall in forty-two (42) locations, of which three (3) were designated as Primary Landing Zones. Deployment of forces was undertaken for planetary defense, according to operational directive [REDACTED]. The Command Center, "Altmark", located at grid-coordinates [REDACTED], was selected based on climatological suitability and its strategically signficiant and central location. Expected civic development are located within economic and militarily beneficial locations; "Altmark's" location is therefore suitable for development as a control point for long term occupation of Saigon. Addendum Note: Ground Forces Command indicates that, in accordance with the Kusarian peace and agreed withdrawal plans, the Altmark facility has attained an 80% deconstruction of non-key military equipment and facilities. The infracture developments and pre-existing structures, in particular of the military landing space-port, are expected to be left "civilian safe" within the determined demilitarization period.
Collated data provided by Republican Shipping under the General Access Request, Wartime Provisions Directive, focuses on the areas in the immediate vicinity of their initial landing site. Reports indicate that Republican staff initially made planetfall sometime shortly after the destruction of the "Luebeck" facility. Since that time, Republican has repeatedly reinforced its presence with specialist support ships and additional crew, developing a small planetary holding which is detailed under file reference "Himmelstahl".

Data accrued by Republican's staff in ground surveys confirms at least five (5) of the ore-vein formations that were indicated by orbital geological surveys. In particular, significant deposits of Uranium in two (2) pre-sited locations were confirmed. A full survey of mining sites and associated logistical factors has not yet been undertaken.
Their data does not suggest any unforeseen geological or tectonic activity beyond the stipulated planetary norms. Additional ground mapping efforts have been composited with the Oberkommando Database Entry #[REDACTED]. Republican is undertaking a substantial ecological study on planetary flora and fauna; intial surveys indicate that the planets assumed agricultural output may far exceed stated margins. Numerous sites have been pre-examined to determine arrability and suitability for future agri-farming operations. The Heereslogistikamt does not expect these operations to be sufficiently rapidly developed to affect their operations, and therefore recomends civilian oversight of such operations.
A full gravimetric study has not been undertaken of Saigon. An orbital stability test was conducted on [REDACTED] by [REDACTED], at orbital vectors +001.000; +001.000; -001.000 and +001.100; +100.000; -100.100. A triangulating probe was undertaken on [REDACTED] at orbital vector +900.000; +001.000; -340.100. Data forwarded to Oberkommando der Landstreitkraefte and used for orbital landing operations. The data is insufficient for the promulgating of longterm propositions for docking ring and permanent sub-orbital facilities; the Planning Office accordingly recomends the contracting of Corporate Interests for such studies.
Planet Hanoi
"Hanoi is a medium sized Gas Giant, composed of substational quantities of methane and a fair amount of Helium-3, which lends to its cyan hue. Since both are more easily extracted from the free floating clouds of the Crow, the prospect of syphoning off those from the atmosphere is impracticle. Caution is advised when approaching the area, as Farmers Alliance vessels are frequently sighted patrolling from here.

The primary relevance of Hanoi in the present strategic context relates to its orbital position; it allows the bracketing of natural transit routes in the system; the deployment of Kolleda according to Operational Order [REDACTED] into the planet's gravity well has reduced most enemy activity in the area. Research undertaken by the Special Operations Department note a vulnerability generated in certain [REDACTED] through the interaction of [REDACTED]. Despite the planets' strong military position, the development of long term assets on the surface is impossible; the Strategic Planning Office recommends the construction of an orbital facility to control access to the Honshu Wormhole transit routes.
Hai Phong
"An unremarkable moon in orbit of Planet Hanoi. When initial survey scans demonstrated poor findings, interested ceased and Hai Phong became considered as little more than an eyesore."

No significant surveys have been undertaken on Hai Phong. Initial scans taken by battlegroups on site seem to confirm lack of relevant interests to justify further study. The Military Planning Office notes it could serve in the case of a long term military occupation of Sigma-21 as a secondary or tertiary site for military operations bases and planet based orbital weaponry. No current advisory is given, with concern to civilian use.
Kauthara
"The lone moon of Planet Saigon, Kauthara is of little economic value. What it lacks in resources however, it makes up for tenfold in strategic and ecological necessity. Tidally locked with Saigon, it prevents roughly fifty percent of the planet from being subjected to constant impacts from the Annamese field, which would otherwise pose an enormous problem for any eventual settlement."

The significance of Kauthara's position, both in a stellar sense and a military sense, should not be understated. Initial surveys conducted from orbital positions indicate the suitability of certain locations for development of military defensive installations. Nine (9) initial sites and seven (7) Class I sites were identified for the construction of [REDACTED]. The Oberkommando der Landstreitkraefte notes the suitability of the surface for use as a forward ground training site. Development of planetary assets should be prioritised with Bauprojekt Kauthara to be undertaken in the case of long term occupation.

In addition to these unused material, existing planetary assets deployed during the occupation of the planet are scheduled for sanitisation to civilian standard, with the removal of all restricted, military, or unapproved technology, equipment and materiel. Studies undertaken to determine the logistical requirements of the withdrawal are summarized below.
Altmark Planetfall Base facility, comprising 984 structures primarily of varying types including housing, warehousing, operationals and function buildings, as well as all structures necessitated by the base's function as the planetary command center. The Ldsk-Nord expects to sucessfully sanitize 947 of these structures, with those of unsuitable or classified nature are scheduled for deconstruction upon the initiation of the[REDACTED]operations order.
Ldsk-Nord Command further currently maintains a total of 4880 bases across the planetary surface, comprimsed primarily of observation posts and forward operating bases. In addition to the Altmark facility, three (3) further hub-bases of smaller size have been deployed as logistik and flight suppot bases, supported by a total of two-hundred-and-fifty (250) Forward Logstics Bases and four-hundred (400) Supply depots. Due to operational requirements, non-permanent structure count for these facilities varies heavily; collated information from the respective command offices indicates that these bases comprise three-hundred-and-eight (308) permanent structures, four-thousand-nine-hundred-and-twelve (4912) pre-fabricated structures, and approximately twenty-two-thousand (22,000) field structures. All field installations are expected to be transfered to Rheinland upon completion of the intial troop withdrawal. Of the remainder, nine (9) permanent installations and two-hundred-and-four (204) pre-fabricated structures are scheduled for demolition.
The remainder of listed bases comprise permanent and non-permanent interim facilities, primarily operating as patrol bases with limited on-site development. Reliance on military field gear and temporary construction allows the dismantlement of 84% of these bases with difficulties within the alloted timeframe. Of the outstanding facilities, approximately 14% are permanent bunker or outpost facilities; initial indications suggest that all but two (2) of these facilities can be sufficiently sanitized or deconstructed to allow them to be turned over to civilian interests. The two (2) facilities outstanding are intelligence base stations operated by [REDACTED]; discussion with relevant command elements confirms the comprehensive destruction of these facilities can be undertaken.
