The specification for Industrial Materials has been met, as the attached records show. Payment should be directed to TexanStarlift-CashAcct through proxy. My organization is unable to fulfill the remaining specs at this time.
Given that Liberty Rogues are not sufficiently deterred from pirating shipments meant for Outcast purposes, I would suggest that you establish a more firm policy with respect to your allies in circumstances like these. Further, it is my observation that the compensation offered is not commensurate with the fair market value of the commodities shipped and the risk involved. You may still find captains willing to cooperate in order to earn your good graces, but as I'm sure you know, sometimes it's preferable to work with the disinterested parties instead.

Concerning the overall payments, I suppose that's on my department for having faulty numbers. After a quick check, the dealings of payment for supplies has been reworked, and for the Industrial Materials you've received twice the original displayed amount. All other prices have been adjusted accordingly.
As for the Rogues, they will pirate anything, regardless of the source. As the Rogues are no allies of the Republic, and thus counted as generic unlawfuls in regards to commerce, I'm afraid there is little we can do diplomacy-wise.
I will inquire to the Department of Defense about the implementation of defensive patrols to keep watch for these pirates.
