Something got me confused after the Gallic war ended miserably for the crown and its remaining puppets and Council got victory basically for free.
Aren't the Gallic Brigands supposed to be neutral or friendly to the current regime of the majority of Gallia, since the Council could take over most of it? Plus the purpose of the Maquis is probably over.
UC is fine. They were in grey area then and they are still quasi-lawful now with somewhat more power.
For example, currently the Council pilots usually attempt to dock on Boulogne as the "old" version did and now since they are part of the law enforcement, they are got cold welcoming from the base.
Is it normal or this situation will change? Don't forget, the Council share a planet with the GB in Champagne.
At the moment everything in Gallia is still being worked out, so keep your eyes open for any updates they release.
Aside from that, I know that the Council didn't completely take over the Navy, as the former GRN fleets in orbit of New Paris turned over. They would still very likely see the past unlawfuls as unlawfuls still, but again it's going to change when they finish with the post-war stuff.
I don't expect the Maquis to really survive, though they may act as a sort of guerrilla group against the GRE or something. Brigands and Council were not terribly close afaik, so they may just stay Gallia's Rogues.
We'll see in the future where they decide to put these factions.
The Gallic Brigands are brigands. Thieves, drug pushers, all the usual bad guy stuff. They're not visionaries or freedom fighters. They would have no reason to turn lawful since by definition they're the bad guys. Things might get easier for them if council takes over, but i wouldn't count on it
